| 5 | 6 | | WHEREAS, The untimely death of Brian Wesley Portugal of |

| 6 | 7 | | Richardson on May 12, 2021, at the age of 40, has brought a great |

| 7 | 8 | | loss to his family and friends; and |
|---|
| 8 | 9 | | WHEREAS, The son of Dr. Joseph S. Portugal and Donna Allen, |
|---|
| 9 | 10 | | Brian Portugal was born in Dallas on August 27, 1980; he completed |
|---|
| 10 | 11 | | his bachelor's degree in history and political science at Texas |
|---|
| 11 | 12 | | Christian University and went on to graduate from the Baylor |
|---|
| 12 | 13 | | University School of Law; while working as a clerk for a senior |
|---|
| 13 | 14 | | federal district judge in Tulsa, Oklahoma, he was an adjunct |
|---|
| 14 | 15 | | faculty member at the University of Tulsa College of Law; he moved |
|---|
| 15 | 16 | | to Houston in 2006 to serve as a clerk for an appeals court judge and |
|---|
| 16 | 17 | | then became a special assistant U.S. attorney and an assistant |
|---|
| 17 | 18 | | state attorney general in the Medicaid Fraud Control Unit; later, |
|---|
| 18 | 19 | | he was employed with the Dallas County Public Defender's Office and |
|---|
| 19 | 20 | | Meadows, Collier, Reed, Cousins, Crouch & Ungerman before going on |
|---|
| 20 | 21 | | to become an assistant U.S. attorney for the Northern District of |

| 21 | 22 | | Texas; and |
|---|
| 22 | 23 | | WHEREAS, Mr. Portugal married the former Shannon Sanders on |

| 23 | 24 | | September 25, 2010; they shared a similar sense of humor, as well as |
|---|
| 24 | 25 | | a love of good food, good friends, and dogs, including their chow, |
|---|
| 25 | 26 | | Jane; avid travelers, they visited Europe, the United Kingdom, |
|---|
| 26 | 27 | | Canada, and many U.S. cities, and they enjoyed seeing the Boston Red |

| 27 | 28 | | Sox, Cleveland Indians, and Chicago Cubs on their home fields; they |
|---|
| 28 | 29 | | also spent many happy times in Santa Fe, New Mexico; Mr. Portugal |
|---|
| 29 | 30 | | was a lifelong Episcopalian and served as a Eucharistic minister at |
|---|
| 30 | 31 | | Trinity Episcopal Church in Fort Worth; a man of many talents, he |
|---|
| 31 | 32 | | was an excellent cook and an eloquent writer, and he possessed a |
|---|
| 32 | 33 | | remarkable memory; and |
|---|
| 33 | 34 | | WHEREAS, In all his endeavors, Brian Portugal sought to make |
|---|
| 34 | 35 | | a positive difference in the world around him, and although he is |
|---|
| 35 | 36 | | deeply missed by those he left behind, they will forever remember |
|---|
| 36 | 37 | | his kindness, integrity, and dedication to his family and friends; |
|---|
| 37 | 38 | | now, therefore, be it |

| 38 | 39 | | RESOLVED, That the House of Representatives of the 87th Texas |

| 39 | 40 | | Legislature hereby pay tribute to the life of Brian Wesley Portugal |
