45 R E S O L U T I O N
56 WHEREAS, The untimely death of Brian Wesley Portugal of
67 Richardson on May 12, 2021, at the age of 40, has brought a great
78 loss to his family and friends; and
89 WHEREAS, The son of Dr. Joseph S. Portugal and Donna Allen,
910 Brian Portugal was born in Dallas on August 27, 1980; he completed
1011 his bachelor's degree in history and political science at Texas
1112 Christian University and went on to graduate from the Baylor
1213 University School of Law; while working as a clerk for a senior
1314 federal district judge in Tulsa, Oklahoma, he was an adjunct
1415 faculty member at the University of Tulsa College of Law; he moved
1516 to Houston in 2006 to serve as a clerk for an appeals court judge and
1617 then became a special assistant U.S. attorney and an assistant
1718 state attorney general in the Medicaid Fraud Control Unit; later,
1819 he was employed with the Dallas County Public Defender's Office and
1920 Meadows, Collier, Reed, Cousins, Crouch & Ungerman before going on
2021 to become an assistant U.S. attorney for the Northern District of
2122 Texas; and
2223 WHEREAS, Mr. Portugal married the former Shannon Sanders on
2324 September 25, 2010; they shared a similar sense of humor, as well as
2425 a love of good food, good friends, and dogs, including their chow,
2526 Jane; avid travelers, they visited Europe, the United Kingdom,
2627 Canada, and many U.S. cities, and they enjoyed seeing the Boston Red
2728 Sox, Cleveland Indians, and Chicago Cubs on their home fields; they
2829 also spent many happy times in Santa Fe, New Mexico; Mr. Portugal
2930 was a lifelong Episcopalian and served as a Eucharistic minister at
3031 Trinity Episcopal Church in Fort Worth; a man of many talents, he
3132 was an excellent cook and an eloquent writer, and he possessed a
3233 remarkable memory; and
3334 WHEREAS, In all his endeavors, Brian Portugal sought to make
3435 a positive difference in the world around him, and although he is
3536 deeply missed by those he left behind, they will forever remember
3637 his kindness, integrity, and dedication to his family and friends;
3738 now, therefore, be it
3839 RESOLVED, That the House of Representatives of the 87th Texas
3940 Legislature hereby pay tribute to the life of Brian Wesley Portugal
4041 and extend sincere condolences to his loved ones; and, be it further
4142 RESOLVED, That an official copy of this resolution be
4243 prepared for his family and that when the Texas House of
4344 Representatives adjourns this day, it do so in memory of Brian
4445 Wesley Portugal.
