45 R E S O L U T I O N
56 WHEREAS, Residents of Collin County are mourning the untimely
67 loss of Constable-Elect Mike Vance, who passed away on November 27,
78 2020, at the age of 65; and
89 WHEREAS, A native of Ardmore, Oklahoma, Mike Vance was born
910 on January 7, 1955, and he grew up with the companionship of three
1011 siblings; when he was three years old, he moved with his family to
1112 Richardson, where he attended St. Paul the Apostle Grade School and
1213 Allen Military Academy; he went on to graduate from the Leadership
1314 Command College at Sam Houston State University, before earning an
1415 additional degree in management and technology from Richland Junior
1516 College; and
1617 WHEREAS, In 1985, Mr. Vance began his career in law
1718 enforcement when he was hired as a reserve officer and detention
1819 officer for the Collin County Sheriff's Office; three years later,
1920 he moved to the city of Anna to become a full-time deputy; he later
2021 returned to the Collin County Sheriff's Office and served for 34
2122 years in a number of positions, including as a patrol officer,
2223 detention officer, supervisor, and criminal and narcotics
2324 investigator, as well as a member of the county's SWAT team; and
2425 WHEREAS, Over the years, Deputy Vance oversaw more than
2526 10,000 criminal investigations, and through his dedication to
2627 solving property crimes, he earned the gratitude of many victims of
2728 robberies and burglaries; known as "Mookie" to his colleagues and
2829 friends, he enjoyed a strong rapport with those who worked
2930 alongside him, and he helped guide the development of his fellow
3031 officers both through his mentorship and through his commendable
3132 example of public service; and
3233 WHEREAS, After retiring from the sheriff's office in 2019,
3334 Mr. Vance continued serving as a reserve deputy sheriff while
3435 planning his run for the office of Precinct 1 constable; he went on
3536 to prevail in the 2020 general election, and he was looking forward
3637 to his new leadership role; and
3738 WHEREAS, In all his endeavors, Mr. Vance was blessed with the
3839 love and support of a fine family that included his two children,
3940 Lauren and Joseph, and his two granddaughters; he was deeply
4041 devoted to his faith, and he was admired as a man who lived his life
4142 according to his beliefs and principles; and
4243 WHEREAS, Although the passing of Mike Vance has brought great
4344 sorrow to all who knew him, he leaves behind a record of service to
4445 his community that his loved ones can remember with pride; now,
4546 therefore, be it
4647 RESOLVED, That the House of Representatives of the 87th Texas
4748 Legislature hereby pay tribute to the life of Collin County
4849 Constable-Elect Mike Vance and extend sincere sympathy to his
4950 family, his friends, and his colleagues; and, be it further
5051 RESOLVED, That an official copy of this resolution be
5152 prepared for his family and that when the Texas House of
5253 Representatives adjourns this day, it do so in memory of Mike Vance.
