5 | 6 | | WHEREAS, Residents of Collin County are mourning the untimely |

6 | 7 | | loss of Constable-Elect Mike Vance, who passed away on November 27, |
---|
7 | 8 | | 2020, at the age of 65; and |
---|
8 | 9 | | WHEREAS, A native of Ardmore, Oklahoma, Mike Vance was born |
---|
9 | 10 | | on January 7, 1955, and he grew up with the companionship of three |
---|
10 | 11 | | siblings; when he was three years old, he moved with his family to |
---|
11 | 12 | | Richardson, where he attended St. Paul the Apostle Grade School and |
---|
12 | 13 | | Allen Military Academy; he went on to graduate from the Leadership |
---|
13 | 14 | | Command College at Sam Houston State University, before earning an |
---|
14 | 15 | | additional degree in management and technology from Richland Junior |
---|
15 | 16 | | College; and |
---|
16 | 17 | | WHEREAS, In 1985, Mr. Vance began his career in law |
---|
17 | 18 | | enforcement when he was hired as a reserve officer and detention |
---|
18 | 19 | | officer for the Collin County Sheriff's Office; three years later, |
---|
19 | 20 | | he moved to the city of Anna to become a full-time deputy; he later |
---|
20 | 21 | | returned to the Collin County Sheriff's Office and served for 34 |
---|
21 | 22 | | years in a number of positions, including as a patrol officer, |
---|
22 | 23 | | detention officer, supervisor, and criminal and narcotics |
---|
23 | 24 | | investigator, as well as a member of the county's SWAT team; and |
---|
24 | 25 | | WHEREAS, Over the years, Deputy Vance oversaw more than |
---|
25 | 26 | | 10,000 criminal investigations, and through his dedication to |
---|
26 | 27 | | solving property crimes, he earned the gratitude of many victims of |
---|
27 | 28 | | robberies and burglaries; known as "Mookie" to his colleagues and |
---|
28 | 29 | | friends, he enjoyed a strong rapport with those who worked |
---|
29 | 30 | | alongside him, and he helped guide the development of his fellow |
---|
30 | 31 | | officers both through his mentorship and through his commendable |
---|
31 | 32 | | example of public service; and |
---|
32 | 33 | | WHEREAS, After retiring from the sheriff's office in 2019, |
---|
33 | 34 | | Mr. Vance continued serving as a reserve deputy sheriff while |
---|
34 | 35 | | planning his run for the office of Precinct 1 constable; he went on |
---|
35 | 36 | | to prevail in the 2020 general election, and he was looking forward |
---|
36 | 37 | | to his new leadership role; and |
---|
37 | 38 | | WHEREAS, In all his endeavors, Mr. Vance was blessed with the |
---|
38 | 39 | | love and support of a fine family that included his two children, |
---|
39 | 40 | | Lauren and Joseph, and his two granddaughters; he was deeply |
---|
40 | 41 | | devoted to his faith, and he was admired as a man who lived his life |
---|
41 | 42 | | according to his beliefs and principles; and |
---|
42 | 43 | | WHEREAS, Although the passing of Mike Vance has brought great |
---|
43 | 44 | | sorrow to all who knew him, he leaves behind a record of service to |
---|
44 | 45 | | his community that his loved ones can remember with pride; now, |
---|
45 | 46 | | therefore, be it |

46 | 47 | | RESOLVED, That the House of Representatives of the 87th Texas |
---|
47 | 48 | | Legislature hereby pay tribute to the life of Collin County |
---|
48 | 49 | | Constable-Elect Mike Vance and extend sincere sympathy to his |
---|
49 | 50 | | family, his friends, and his colleagues; and, be it further |
---|
50 | 51 | | RESOLVED, That an official copy of this resolution be |
---|
51 | 52 | | prepared for his family and that when the Texas House of |
---|
52 | 53 | | Representatives adjourns this day, it do so in memory of Mike Vance. |
