| 5 | 6 | | WHEREAS, Residents of Horizon City elected Rafael Padilla Jr. |

| 7 | 8 | | entrusting him with an important leadership role in local |

| 9 | 10 | | WHEREAS, In carrying out the responsibilities of his office, |

| 10 | 11 | | Mr. Padilla is joining with the other members of the city council to |

| 11 | 12 | | address the urgent issues facing the community, and their work will |

| 12 | 13 | | have a lasting influence on the daily lives of their fellow |

| 14 | 15 | | WHEREAS, The effective operation of government depends on the |

| 15 | 16 | | able and dedicated efforts of our public servants, and Rafael |
