| 5 | 6 | | WHEREAS, A life of meaningful service drew to a close with the |

| 6 | 7 | | passing of Collin County Detention Officer Joseph Francis Quillen |

| 7 | 8 | | Jr., on December 1, 2020, at the age of 51; and |

| 8 | 9 | | WHEREAS, Joe Quillen was born on August 27, 1969, in Chester, |

| 9 | 10 | | Pennsylvania; answering his nation's call to duty, he served in the |
|---|
| 10 | 11 | | U.S. Navy for six years; in the course of his career in law |
|---|
| 11 | 12 | | enforcement, he worked as a detention officer with the Collin |
|---|
| 12 | 13 | | County Sheriff's Office for 19 years and held the master jailer |
|---|
| 13 | 14 | | certification and license; highly respected by his peers, he was an |
|---|
| 14 | 15 | | influential mentor to numerous members of the agency; and |
|---|
| 15 | 16 | | WHEREAS, In all his endeavors, Officer Quillen enjoyed the |
|---|
| 16 | 17 | | love and support of his wife, Melissa, and he took great pride in |
|---|
| 17 | 18 | | his three sons; his family, friends, and colleagues appreciated his |
|---|
| 18 | 19 | | vibrant personality and sarcastic sense of humor, as well as his |
|---|
| 19 | 20 | | abiding kindness and compassion; and |
|---|
| 20 | 21 | | WHEREAS, A caring husband and father and a consummate law |
|---|
| 21 | 22 | | enforcement professional, Joe Quillen made a meaningful difference |
|---|
| 22 | 23 | | in the lives of his loved ones and fellow citizens alike, and he |
|---|
| 23 | 24 | | will forever be a source of inspiration to those he leaves behind; |

| 24 | 25 | | now, therefore, be it |

| 25 | 26 | | RESOLVED, That the House of Representatives of the 87th Texas |

| 26 | 27 | | Legislature hereby pay tribute to the memory of Officer Joseph |
