45 R E S O L U T I O N
56 WHEREAS, A life of meaningful service drew to a close with the
67 passing of Collin County Detention Officer Joseph Francis Quillen
78 Jr., on December 1, 2020, at the age of 51; and
89 WHEREAS, Joe Quillen was born on August 27, 1969, in Chester,
910 Pennsylvania; answering his nation's call to duty, he served in the
1011 U.S. Navy for six years; in the course of his career in law
1112 enforcement, he worked as a detention officer with the Collin
1213 County Sheriff's Office for 19 years and held the master jailer
1314 certification and license; highly respected by his peers, he was an
1415 influential mentor to numerous members of the agency; and
1516 WHEREAS, In all his endeavors, Officer Quillen enjoyed the
1617 love and support of his wife, Melissa, and he took great pride in
1718 his three sons; his family, friends, and colleagues appreciated his
1819 vibrant personality and sarcastic sense of humor, as well as his
1920 abiding kindness and compassion; and
2021 WHEREAS, A caring husband and father and a consummate law
2122 enforcement professional, Joe Quillen made a meaningful difference
2223 in the lives of his loved ones and fellow citizens alike, and he
2324 will forever be a source of inspiration to those he leaves behind;
2425 now, therefore, be it
2526 RESOLVED, That the House of Representatives of the 87th Texas
2627 Legislature hereby pay tribute to the memory of Officer Joseph
2728 Francis Quillen Jr. and extend sincere condolences to all who mourn
2829 his passing; and, be it further
2930 RESOLVED, That an official copy of this resolution be
3031 prepared for his family and that when the Texas House of
3132 Representatives adjourns this day, it do so in memory of Officer Joe
3233 Quillen.
