45 R E S O L U T I O N
56 WHEREAS, David Warren Wallace retired as Sutton County
67 attorney in 2020, drawing to a close a remarkable tenure with the
78 county that spanned three and a half decades; and
89 WHEREAS, A native of Sonora and a fourth-generation rancher
910 in Sutton County, David Wallace earned a bachelor's degree in
1011 petroleum land management from The University of Texas at Austin in
1112 1978 and a law degree from South Texas College of Law in 1982;
1213 returning to his hometown, he served as city attorney and assistant
1314 district attorney before becoming Sutton County attorney on January
1415 1, 1985; and
1516 WHEREAS, Having been in office for 35 years, Mr. Wallace
1617 became one of the longest-serving county attorneys in the Lone Star
1718 State; he has also maintained a successful private practice in oil
1819 and gas law, and he is well-known as a litigator on behalf of
1920 mineral rights owners; in addition, he is a former council member of
2021 the Oil, Gas and Energy Resources Law Section of the State Bar of
2122 Texas as well as a member of the Texas District and County Attorneys
2223 Association; and
2324 WHEREAS, Mr. Wallace has often made presentations to energy
2425 conferences as well as to conferences of the State Bar of Texas and
2526 the National Association of Royalty Owners (NARO), and he has
2627 published articles about oil and gas law and spoken about oil and
2728 mineral rights before many organizations and in academic settings;
2829 he has also served as a director of NARO and the Mohair Council of
2930 America and as a board member of The Bank & Trust and Westex
3031 Bancorp, Inc.; and
3132 WHEREAS, In all his endeavors, Mr. Wallace has benefited from
3233 the love and support of his wife, Elizabeth, as well as that of
3334 their two sons, Wilson and Warren; a leader in his community, he is
3435 a member of the Texas Sheep and Goat Raisers Association, the Sonora
3536 Lions Club, and St. John's Episcopal Church; and
3637 WHEREAS, David Wallace's dedication, expertise, and
3738 commitment to the law have greatly benefited the citizens of Sutton
3839 County and earned him the respect and admiration of his peers, and
3940 he may indeed reflect with pride on a career well spent as he
4041 embarks on the next exciting chapter of his life; now, therefore, be
4142 it
4243 RESOLVED, That the House of Representatives of the 87th Texas
4344 Legislature hereby congratulate David Warren Wallace on his
4445 retirement as Sutton County attorney and extend to him sincere best
4546 wishes for continued success and happiness; and, be it further
4647 RESOLVED, That an official copy of this resolution be
4748 prepared for Mr. Wallace as an expression of high regard by the
4849 Texas House of Representatives.
