5 | 6 | | WHEREAS, David Warren Wallace retired as Sutton County |

6 | 7 | | attorney in 2020, drawing to a close a remarkable tenure with the |

7 | 8 | | county that spanned three and a half decades; and |

8 | 9 | | WHEREAS, A native of Sonora and a fourth-generation rancher |
---|
9 | 10 | | in Sutton County, David Wallace earned a bachelor's degree in |
---|
10 | 11 | | petroleum land management from The University of Texas at Austin in |
---|
11 | 12 | | 1978 and a law degree from South Texas College of Law in 1982; |
---|
12 | 13 | | returning to his hometown, he served as city attorney and assistant |
---|
13 | 14 | | district attorney before becoming Sutton County attorney on January |
---|
14 | 15 | | 1, 1985; and |
---|
15 | 16 | | WHEREAS, Having been in office for 35 years, Mr. Wallace |
---|
16 | 17 | | became one of the longest-serving county attorneys in the Lone Star |
---|
17 | 18 | | State; he has also maintained a successful private practice in oil |
---|
18 | 19 | | and gas law, and he is well-known as a litigator on behalf of |
---|
19 | 20 | | mineral rights owners; in addition, he is a former council member of |
---|
20 | 21 | | the Oil, Gas and Energy Resources Law Section of the State Bar of |
---|
21 | 22 | | Texas as well as a member of the Texas District and County Attorneys |
---|
22 | 23 | | Association; and |
---|
23 | 24 | | WHEREAS, Mr. Wallace has often made presentations to energy |
---|
24 | 25 | | conferences as well as to conferences of the State Bar of Texas and |
---|
25 | 26 | | the National Association of Royalty Owners (NARO), and he has |
---|
26 | 27 | | published articles about oil and gas law and spoken about oil and |
---|
27 | 28 | | mineral rights before many organizations and in academic settings; |
---|
28 | 29 | | he has also served as a director of NARO and the Mohair Council of |
---|
29 | 30 | | America and as a board member of The Bank & Trust and Westex |
---|
30 | 31 | | Bancorp, Inc.; and |
---|
31 | 32 | | WHEREAS, In all his endeavors, Mr. Wallace has benefited from |
---|
32 | 33 | | the love and support of his wife, Elizabeth, as well as that of |
---|
33 | 34 | | their two sons, Wilson and Warren; a leader in his community, he is |
---|
34 | 35 | | a member of the Texas Sheep and Goat Raisers Association, the Sonora |
---|
35 | 36 | | Lions Club, and St. John's Episcopal Church; and |
---|
36 | 37 | | WHEREAS, David Wallace's dedication, expertise, and |
---|
37 | 38 | | commitment to the law have greatly benefited the citizens of Sutton |
---|
38 | 39 | | County and earned him the respect and admiration of his peers, and |
---|
39 | 40 | | he may indeed reflect with pride on a career well spent as he |
---|
40 | 41 | | embarks on the next exciting chapter of his life; now, therefore, be |

42 | 43 | | RESOLVED, That the House of Representatives of the 87th Texas |

43 | 44 | | Legislature hereby congratulate David Warren Wallace on his |

44 | 45 | | retirement as Sutton County attorney and extend to him sincere best |
