| 5 | 6 | | WHEREAS, Residents of Robstown lost an admired educator with |

| 6 | 7 | | the passing of Emilia Ybarra Phillips on September 19, 2020, at the |

| 7 | 8 | | age of 52; and |

| 8 | 9 | | WHEREAS, The daughter of Enrique Ybarra and Lydia Carranza |

| 9 | 10 | | Ybarra, the former Millie Ybarra was born in Corpus Christi on |
|---|
| 10 | 11 | | August 12, 1968, and she shared a close relationship with each of |
|---|
| 11 | 12 | | her seven siblings, Enrique, Edward, Esther, Esmeralda, Elia, Elsa, |
|---|
| 12 | 13 | | and Eliberto; she graduated from Robstown High School and Southwest |
|---|
| 13 | 14 | | Texas State University; and |
|---|
| 14 | 15 | | WHEREAS, Ms. Phillips taught social studies and served as a |
|---|
| 15 | 16 | | department head at Robstown Early College High School, where she |
|---|
| 16 | 17 | | was a member of the faculty for 28 years; dedicated to expanding |
|---|
| 17 | 18 | | horizons for her students, she took groups on trips to Mexico and |
|---|
| 18 | 19 | | New York and encouraged civic responsibility by organizing cleanup |
|---|
| 19 | 20 | | efforts with them; to her students' delight, she would sing in an |
|---|
| 20 | 21 | | operatic voice to get their attention; in recognition of her |
|---|
| 21 | 22 | | exemplary work, she was named Teacher of the Year three times; and |
|---|
| 22 | 23 | | WHEREAS, Ms. Phillips was deeply devoted to her daughter, |
|---|
| 23 | 24 | | Hannah, and loved spending time with her and attending all her |
|---|
| 24 | 25 | | events and activities; in addition, she found tremendous joy in |
|---|
| 25 | 26 | | planning family gatherings and supporting her many nieces and |
|---|
| 26 | 27 | | nephews at their games and school functions; warm and giving, she |
|---|
| 27 | 28 | | made time for everyone in her life, and she offered sympathy and |
|---|
| 28 | 29 | | encouragement in times of need; sustained by a strong faith, she was |
|---|
| 29 | 30 | | a member of St. Anthony Catholic Church and St. Mary's Mission, |
|---|
| 30 | 31 | | where she sang in the choir and played guitar; and |
|---|
| 31 | 32 | | WHEREAS, Blessed with a beautiful smile, Millie Phillips |
|---|
| 32 | 33 | | touched the lives of countless people through her kindness and |
|---|
| 33 | 34 | | generosity, and she will be remembered with great affection by all |
|---|
| 34 | 35 | | who were fortunate enough to know her; now, therefore, be it |

| 35 | 36 | | RESOLVED, That the House of Representatives of the 87th Texas |

| 36 | 37 | | Legislature hereby pay tribute to the life of Emilia Ybarra |
