45 R E S O L U T I O N
56 WHEREAS, Residents of Robstown lost an admired educator with
67 the passing of Emilia Ybarra Phillips on September 19, 2020, at the
78 age of 52; and
89 WHEREAS, The daughter of Enrique Ybarra and Lydia Carranza
910 Ybarra, the former Millie Ybarra was born in Corpus Christi on
1011 August 12, 1968, and she shared a close relationship with each of
1112 her seven siblings, Enrique, Edward, Esther, Esmeralda, Elia, Elsa,
1213 and Eliberto; she graduated from Robstown High School and Southwest
1314 Texas State University; and
1415 WHEREAS, Ms. Phillips taught social studies and served as a
1516 department head at Robstown Early College High School, where she
1617 was a member of the faculty for 28 years; dedicated to expanding
1718 horizons for her students, she took groups on trips to Mexico and
1819 New York and encouraged civic responsibility by organizing cleanup
1920 efforts with them; to her students' delight, she would sing in an
2021 operatic voice to get their attention; in recognition of her
2122 exemplary work, she was named Teacher of the Year three times; and
2223 WHEREAS, Ms. Phillips was deeply devoted to her daughter,
2324 Hannah, and loved spending time with her and attending all her
2425 events and activities; in addition, she found tremendous joy in
2526 planning family gatherings and supporting her many nieces and
2627 nephews at their games and school functions; warm and giving, she
2728 made time for everyone in her life, and she offered sympathy and
2829 encouragement in times of need; sustained by a strong faith, she was
2930 a member of St. Anthony Catholic Church and St. Mary's Mission,
3031 where she sang in the choir and played guitar; and
3132 WHEREAS, Blessed with a beautiful smile, Millie Phillips
3233 touched the lives of countless people through her kindness and
3334 generosity, and she will be remembered with great affection by all
3435 who were fortunate enough to know her; now, therefore, be it
3536 RESOLVED, That the House of Representatives of the 87th Texas
3637 Legislature hereby pay tribute to the life of Emilia Ybarra
3738 Phillips and extend sincere sympathy to her loved ones; and, be it
3839 further
3940 RESOLVED, That an official copy of this resolution be
4041 prepared for her family and that when the Texas House of
4142 Representatives adjourns this day, it do so in memory of Millie
4243 Phillips.
