45 R E S O L U T I O N
56 WHEREAS, For more than a decade, Hal Talton has distinguished
67 himself through his exemplary service as chief of staff and general
78 counsel to State Representative Four Price; and
89 WHEREAS, Since joining Representative Price's office in
910 January 2011, Mr. Talton has devoted himself tirelessly to meeting
1011 the needs of constituents in House District 87, and he has worked to
1112 promote rural areas in order to ensure they are recognized for their
1213 value in providing Texans and the world with food, fuel, and fiber;
1314 he has championed greater access to broadband and health care for
1415 rural areas, including hospitals, telemedicine, and telehealth,
1516 and he has been instrumental in making sure that rural communities
1617 have equal access to match grant funding for mental health
1718 programs; and
1819 WHEREAS, Mr. Talton's dedication to advancing health care
1920 extends throughout Texas, and his interest in this issue has led him
2021 to tour numerous hospitals, health science universities, and
2122 state-supported living centers; he has also sought to ensure that
2223 mental health is taken as seriously as other health conditions,
2324 working to secure insurance parity for persons with mental illness
2425 and striving to improve student mental health and the nexus between
2526 mental health and criminal justice; and
2627 WHEREAS, This skilled public servant has been instrumental to
2728 the passage of much legislation and has played a vital role in
2829 Representative Price's accomplishments, including assistance for
2930 injured Texans, the brain health of student-athletes, and the
3031 reorganization for greater efficiency of the state's health care
3132 agencies during the Sunset Commission process as well as bills
3233 addressing water issues, the potential expansion of Interstate 27,
3334 broadband, and health care; and
3435 WHEREAS, Over the course of his tenure, Mr. Talton has made
3536 frequent visits to the Panhandle area; he has met with local elected
3637 officials and school superintendents, and he has toured oil
3738 refineries, schools, universities, cattle feed yards, irrigation
3839 sites, wind farms, health care sites, and the facilities of Bell; in
3940 Austin, he has been an inspiring mentor to many newcomers to the
4041 legislative process and a welcoming host to visitors to
4142 Representative Price's office at the Capitol; and
4243 WHEREAS, Mr. Talton earned his bachelor's and master's
4344 degrees in business administration from East Texas State
4445 University, and he received his law degree from the University of
4546 Arkansas at Fayetteville; he also holds a graduate certificate in
4647 health care administration from Texas State University; and
4748 WHEREAS, Hal Talton's passion for the lawmaking process,
4849 dedication to good public policy, and commitment to excellence have
4950 greatly benefited citizens in House District 87 and throughout
5051 Texas and earned him the respect and admiration of his peers at the
5152 State Capitol and beyond, and he may indeed reflect with pride on
5253 his many contributions to the Lone Star State; now, therefore, be it
5354 RESOLVED, That the House of Representatives of the 87th Texas
5455 Legislature hereby congratulate Hal Talton on his outstanding
5556 service as chief of staff and general counsel to State
5657 Representative Four Price and extend to him sincere best wishes for
5758 continued success in his important work; and, be it further
5859 RESOLVED, That an official copy of this resolution be
5960 prepared for Mr. Talton as an expression of high regard by the Texas
6061 House of Representatives.
