8 | 9 | | automobiles, and advanced medical devices; and |

9 | 10 | | WHEREAS, Texas has been a world leader in the development of |

10 | 11 | | semiconductors since 1958, when Texas Instruments engineer Jack |
---|
11 | 12 | | Kilby invented the world's first integrated circuit; and |
---|
12 | 13 | | WHEREAS, The semiconductor workforce of Texas is the second |
---|
13 | 14 | | largest in the United States, and it is the sixth largest |
---|
14 | 15 | | manufacturing sector in Texas, employing 41,500 Texans with an |
---|
15 | 16 | | average annual salary of $95,021; and |
---|
16 | 17 | | WHEREAS, The United States' share of global semiconductor |
---|
17 | 18 | | manufacturing capacity has decreased from 37 percent in 1990 to 12 |
---|
18 | 19 | | percent today, despite a global semiconductor shortage that has |
---|
19 | 20 | | significantly increased demand; and |
---|
20 | 21 | | WHEREAS, On June 11, 2020, United States Senator John Cornyn |
---|
21 | 22 | | and Congressman Michael McCaul introduced the Creating Helpful |
---|
22 | 23 | | Incentives to Produce Semiconductors for America Act or the "CHIPS |
---|
23 | 24 | | for America Act," which proposes investments for semiconductor |
---|
24 | 25 | | manufacturing facilities, matches funds for local incentives for |
---|
25 | 26 | | semiconductor facility construction, and supports semiconductor |
---|
26 | 27 | | research and development; and |
---|
27 | 28 | | WHEREAS, On March 31, 2021, President Joseph Biden announced |
---|
28 | 29 | | his support for the "CHIPS for America Act," or any proposal to |
---|
29 | 30 | | invest $50 billion in semiconductor manufacturing and research; and |
---|
30 | 31 | | WHEREAS, Semiconductor manufacturing and research have |
---|
31 | 32 | | played an instrumental role in the economy of both Texas and the |
---|
32 | 33 | | United States, and Congress should take swift action to ensure that |
---|
33 | 34 | | the nation remains at the forefront of this vital industry; now, |
---|
34 | 35 | | therefore, be it |

35 | 36 | | RESOLVED, That the House of Representatives of the 87th Texas |
---|
36 | 37 | | Legislature hereby respectfully urge the Congress of the United |
---|
37 | 38 | | States to pass the "CHIPS for America Act" or any legislation that |
---|
38 | 39 | | substantially increases the United States' investments in |
---|
39 | 40 | | semiconductor manufacturing and research; and, be it further |

40 | 41 | | RESOLVED, That the Texas secretary of state forward official |
