45 R E S O L U T I O N
56 WHEREAS, Semiconductors, often referred to as "integrated
67 circuits" or "microchips," are an essential component of nearly all
78 electronic devices, including cell phones, televisions, computers,
89 automobiles, and advanced medical devices; and
910 WHEREAS, Texas has been a world leader in the development of
1011 semiconductors since 1958, when Texas Instruments engineer Jack
1112 Kilby invented the world's first integrated circuit; and
1213 WHEREAS, The semiconductor workforce of Texas is the second
1314 largest in the United States, and it is the sixth largest
1415 manufacturing sector in Texas, employing 41,500 Texans with an
1516 average annual salary of $95,021; and
1617 WHEREAS, The United States' share of global semiconductor
1718 manufacturing capacity has decreased from 37 percent in 1990 to 12
1819 percent today, despite a global semiconductor shortage that has
1920 significantly increased demand; and
2021 WHEREAS, On June 11, 2020, United States Senator John Cornyn
2122 and Congressman Michael McCaul introduced the Creating Helpful
2223 Incentives to Produce Semiconductors for America Act or the "CHIPS
2324 for America Act," which proposes investments for semiconductor
2425 manufacturing facilities, matches funds for local incentives for
2526 semiconductor facility construction, and supports semiconductor
2627 research and development; and
2728 WHEREAS, On March 31, 2021, President Joseph Biden announced
2829 his support for the "CHIPS for America Act," or any proposal to
2930 invest $50 billion in semiconductor manufacturing and research; and
3031 WHEREAS, Semiconductor manufacturing and research have
3132 played an instrumental role in the economy of both Texas and the
3233 United States, and Congress should take swift action to ensure that
3334 the nation remains at the forefront of this vital industry; now,
3435 therefore, be it
3536 RESOLVED, That the House of Representatives of the 87th Texas
3637 Legislature hereby respectfully urge the Congress of the United
3738 States to pass the "CHIPS for America Act" or any legislation that
3839 substantially increases the United States' investments in
3940 semiconductor manufacturing and research; and, be it further
4041 RESOLVED, That the Texas secretary of state forward official
4142 copies of this resolution to the president of the United States, to
4243 the president of the Senate and the speaker of the House of
4344 Representatives of the United States Congress, and to all the
4445 members of the Texas delegation to Congress with the request that it
4546 be entered into the Congressional record as a memorial to the
4647 Congress of the United States of America.
