| 5 | 6 | | WHEREAS, Torrey Rhone has earned great distinction by |

| 6 | 7 | | becoming the first African American to serve at the rank of sergeant |

| 7 | 8 | | in the history of the Mesquite Police Department; and |
|---|
| 8 | 9 | | WHEREAS, Sergeant Rhone was officially promoted to his new |

| 9 | 10 | | position during a ceremony on May 14, 2021; since beginning his |
|---|
| 10 | 11 | | exemplary tenure with the department in September 2007, he has been |
|---|
| 11 | 12 | | honored as the Mesquite Elks Lodge Police Officer of the Year, and |
|---|
| 12 | 13 | | he has received many other accolades, including numerous |
|---|
| 13 | 14 | | commendations, as well as two Certificate of Civic Achievement |
|---|
| 14 | 15 | | awards and three awards for saving lives; and |
|---|
| 15 | 16 | | WHEREAS, In addition to his work on the force, Sergeant Rhone |
|---|
| 16 | 17 | | is an adjunct criminal justice professor at Texas A&M |
|---|
| 17 | 18 | | University-Commerce and the University of North Texas; he holds |
|---|
| 18 | 19 | | bachelor's and master's degrees in criminal justice from UNT; a man |
|---|
| 19 | 20 | | of faith, he is a valued congregant of St. Luke "Community" United |
|---|
| 20 | 21 | | Methodist Church; and |
|---|
| 21 | 22 | | WHEREAS, Deeply dedicated to serving his fellow citizens, |

| 22 | 23 | | Torrey Rhone has demonstrated a steadfast commitment to public |

| 23 | 24 | | safety, and he may reflect with pride on his accomplishments as he |

| 24 | 25 | | takes on the challenges and opportunities of his new rank; now, |
