5 | 6 | | WHEREAS, Crisanto Salinas retired as city manager of Roma on |

6 | 7 | | May 27, 2021, drawing to a close an exemplary career with the city |

7 | 8 | | that spanned nearly a quarter century; and |
---|
8 | 9 | | WHEREAS, Mr. Salinas took office in 2007 when he was named |
---|
9 | 10 | | Roma's first city manager under its home rule charter; among his |
---|
10 | 11 | | many achievements during his 14-year tenure, he played a crucial |
---|
11 | 12 | | role in securing tens of millions of dollars in state and federal |
---|
12 | 13 | | funding for street paving projects, storm drainage solutions, and |
---|
13 | 14 | | public safety facilities and equipment; furthermore, he worked with |
---|
14 | 15 | | several mayors in expanding the operations of the police force and |
---|
15 | 16 | | fire department; and |
---|
16 | 17 | | WHEREAS, In 1989, Mr. Salinas was elected to a two-year term |
---|
17 | 18 | | as a Roma city commissioner; he began his professional career with |
---|
18 | 19 | | the city in 1997 as the inaugural planning director, and in that |
---|
19 | 20 | | role, he implemented the first subdivision ordinance in Roma; |
---|
20 | 21 | | promoted to director of operations in 2002, he oversaw a |
---|
21 | 22 | | $70-million improvement of the city's water and wastewater system, |
---|
22 | 23 | | with the investment bringing essential services to colonias in Roma |
---|
23 | 24 | | and throughout Starr County; prior to working for the city, he was |
---|
24 | 25 | | employed with the Starr County Industrial Foundation and served as |
---|
25 | 26 | | its executive director in the 1990s; and |
---|
26 | 27 | | WHEREAS, Through his skill, professionalism, and commitment |
---|
27 | 28 | | to excellence, Crisanto Salinas has helped set Roma on a course to |
---|
28 | 29 | | an even brighter future, and he may indeed reflect with pride on his |
---|
29 | 30 | | accomplishments as he embarks on the next exciting chapter of his |
---|
30 | 31 | | life; now, therefore, be it |

31 | 32 | | RESOLVED, That the House of Representatives of the 87th Texas |

32 | 33 | | Legislature hereby congratulate Crisanto Salinas on his retirement |

33 | 34 | | as city manager of Roma and extend to him sincere best wishes for |

34 | 35 | | continued success in all his endeavors; and, be it further |
