45 R E S O L U T I O N
56 WHEREAS, Crisanto Salinas retired as city manager of Roma on
67 May 27, 2021, drawing to a close an exemplary career with the city
78 that spanned nearly a quarter century; and
89 WHEREAS, Mr. Salinas took office in 2007 when he was named
910 Roma's first city manager under its home rule charter; among his
1011 many achievements during his 14-year tenure, he played a crucial
1112 role in securing tens of millions of dollars in state and federal
1213 funding for street paving projects, storm drainage solutions, and
1314 public safety facilities and equipment; furthermore, he worked with
1415 several mayors in expanding the operations of the police force and
1516 fire department; and
1617 WHEREAS, In 1989, Mr. Salinas was elected to a two-year term
1718 as a Roma city commissioner; he began his professional career with
1819 the city in 1997 as the inaugural planning director, and in that
1920 role, he implemented the first subdivision ordinance in Roma;
2021 promoted to director of operations in 2002, he oversaw a
2122 $70-million improvement of the city's water and wastewater system,
2223 with the investment bringing essential services to colonias in Roma
2324 and throughout Starr County; prior to working for the city, he was
2425 employed with the Starr County Industrial Foundation and served as
2526 its executive director in the 1990s; and
2627 WHEREAS, Through his skill, professionalism, and commitment
2728 to excellence, Crisanto Salinas has helped set Roma on a course to
2829 an even brighter future, and he may indeed reflect with pride on his
2930 accomplishments as he embarks on the next exciting chapter of his
3031 life; now, therefore, be it
3132 RESOLVED, That the House of Representatives of the 87th Texas
3233 Legislature hereby congratulate Crisanto Salinas on his retirement
3334 as city manager of Roma and extend to him sincere best wishes for
3435 continued success in all his endeavors; and, be it further
3536 RESOLVED, That an official copy of this resolution be
3637 prepared for Mr. Salinas as an expression of high regard by the
3738 Texas House of Representatives.
