7 | 8 | | and a steady, reliable supply of raw materials is vital to industry |

9 | 10 | | WHEREAS, Texas companies manufacture a wide range of |

10 | 11 | | products, including steel, aluminum, plastics, textiles, tires, |
---|
11 | 12 | | glass, paper, paper products, and electronics; such businesses |
---|
12 | 13 | | count on the availability of materials that are collected, |
---|
13 | 14 | | processed, and manufactured by the state's recycling industry, |
---|
14 | 15 | | whose members benefit from the expertise of the Recycling Council |
---|
15 | 16 | | of Texas and the Institute of Scrap Recycling Industries; and |
---|
16 | 17 | | WHEREAS, The steel industry relies on ferrous scrap as its |
---|
17 | 18 | | largest single raw material input, and 70 percent of all steel and |
---|
18 | 19 | | stainless steel in the country is made from scrap supplied by |
---|
19 | 20 | | recyclers; as international supply chains have been disrupted by |
---|
20 | 21 | | the COVID-19 pandemic, recycling companies have played an |
---|
21 | 22 | | especially critical role, collecting, sorting, and reclaiming |
---|
22 | 23 | | materials used for everything from disposable hospital gowns to |
---|
23 | 24 | | toilet paper to electronics to packaging for food, hospital |
---|
24 | 25 | | equipment, and pharmaceuticals; in addition, salvaged auto parts |
---|
25 | 26 | | help vehicle owners economize on repairs and maintain reliable |
---|
26 | 27 | | transportation; while producing valuable materials, recycling |
---|
27 | 28 | | companies divert a host of items from landfills; and |
---|
28 | 29 | | WHEREAS, During the COVID-19 pandemic, the recycling |
---|
29 | 30 | | industry has adopted measures to protect the health of employees |
---|
30 | 31 | | and customers alike; recycling industry workers have helped to |
---|
31 | 32 | | sustain the manufacturing sector through a time of upheaval, and |
---|
32 | 33 | | these efforts have been supported by the ongoing endeavors of |
---|
33 | 34 | | industry associations; and |
---|
34 | 35 | | WHEREAS, Texas' recycling industry has collected, repaired, |
---|
35 | 36 | | and redeployed tens of thousands of mobile technology devices, |
---|
36 | 37 | | becoming an alternate supplier to education and corporate entities, |
---|
37 | 38 | | facilitating students' remote learning, and supporting our great |
---|
38 | 39 | | citizens working from home when international supply chains were |
---|
39 | 40 | | disrupted during the pandemic, causing shortages of these devices; |

40 | 41 | | and |
---|
41 | 42 | | WHEREAS, Texas' recycling industry has collected, sorted, |
---|
42 | 43 | | processed, and delivered fiber to paper, containerboard, and |
---|
43 | 44 | | paperboard mills to be used in manufacturing essential products, |
---|
44 | 45 | | including tissue products, pulp used in diapers and other personal |
---|
45 | 46 | | hygiene products, papers for communication and education, |
---|
46 | 47 | | building/construction products, and packaging for food, beverages, |
---|
47 | 48 | | food service, cleaning supplies, pharmaceuticals, medical |
---|
48 | 49 | | equipment, and other essential consumer products; and |
---|
49 | 50 | | WHEREAS, The vitality of the state's manufacturing sector is |
---|
50 | 51 | | a matter of tremendous importance, and the contributions of the |
---|
51 | 52 | | recycling industry will remain crucial throughout the pandemic and |
---|
52 | 53 | | in the years to come; now, therefore, be it |
---|
53 | 54 | | RESOLVED, That the House of Representatives of the 87th Texas |
---|
54 | 55 | | Legislature hereby commend the Recycling Council of Texas, the |
---|
55 | 56 | | Institute of Scrap Recycling Industries, and their members and |
---|
56 | 57 | | extend to them sincere best wishes for the future; and, be it |
