45 R E S O L U T I O N
56 WHEREAS, The manufacturing industry in Texas is a leader in
67 the production of countless items used by people around the world,
78 and a steady, reliable supply of raw materials is vital to industry
89 operations; and
910 WHEREAS, Texas companies manufacture a wide range of
1011 products, including steel, aluminum, plastics, textiles, tires,
1112 glass, paper, paper products, and electronics; such businesses
1213 count on the availability of materials that are collected,
1314 processed, and manufactured by the state's recycling industry,
1415 whose members benefit from the expertise of the Recycling Council
1516 of Texas and the Institute of Scrap Recycling Industries; and
1617 WHEREAS, The steel industry relies on ferrous scrap as its
1718 largest single raw material input, and 70 percent of all steel and
1819 stainless steel in the country is made from scrap supplied by
1920 recyclers; as international supply chains have been disrupted by
2021 the COVID-19 pandemic, recycling companies have played an
2122 especially critical role, collecting, sorting, and reclaiming
2223 materials used for everything from disposable hospital gowns to
2324 toilet paper to electronics to packaging for food, hospital
2425 equipment, and pharmaceuticals; in addition, salvaged auto parts
2526 help vehicle owners economize on repairs and maintain reliable
2627 transportation; while producing valuable materials, recycling
2728 companies divert a host of items from landfills; and
2829 WHEREAS, During the COVID-19 pandemic, the recycling
2930 industry has adopted measures to protect the health of employees
3031 and customers alike; recycling industry workers have helped to
3132 sustain the manufacturing sector through a time of upheaval, and
3233 these efforts have been supported by the ongoing endeavors of
3334 industry associations; and
3435 WHEREAS, Texas' recycling industry has collected, repaired,
3536 and redeployed tens of thousands of mobile technology devices,
3637 becoming an alternate supplier to education and corporate entities,
3738 facilitating students' remote learning, and supporting our great
3839 citizens working from home when international supply chains were
3940 disrupted during the pandemic, causing shortages of these devices;
4041 and
4142 WHEREAS, Texas' recycling industry has collected, sorted,
4243 processed, and delivered fiber to paper, containerboard, and
4344 paperboard mills to be used in manufacturing essential products,
4445 including tissue products, pulp used in diapers and other personal
4546 hygiene products, papers for communication and education,
4647 building/construction products, and packaging for food, beverages,
4748 food service, cleaning supplies, pharmaceuticals, medical
4849 equipment, and other essential consumer products; and
4950 WHEREAS, The vitality of the state's manufacturing sector is
5051 a matter of tremendous importance, and the contributions of the
5152 recycling industry will remain crucial throughout the pandemic and
5253 in the years to come; now, therefore, be it
5354 RESOLVED, That the House of Representatives of the 87th Texas
5455 Legislature hereby commend the Recycling Council of Texas, the
5556 Institute of Scrap Recycling Industries, and their members and
5657 extend to them sincere best wishes for the future; and, be it
5758 further
5859 RESOLVED, That official copies of this resolution be prepared
5960 for the organizations as an expression of high regard by the Texas
6061 House of Representatives.
