| 5 | 5 | | WHEREAS, The House Rules of Procedure adopted at the |

| 6 | 6 | | beginning of the 87th Legislative Session included Rule 16 Special |

| 7 | 7 | | Rule to bring the House of Representatives to standards that were |
|---|
| 8 | 8 | | allegedly necessary for combating the Covid-19 virus; and |
|---|
| 9 | 9 | | WHEREAS, Governor Greg Abbott announced the re-opening of |
|---|
| 10 | 10 | | Texas on March 2nd, 2021, removing his Executive Orders, declaring |
|---|
| 11 | 11 | | Texas to be "100% open" on March 10th, 2021; and |
|---|
| 12 | 12 | | WHEREAS, Rule 16 Sec. 4 of the Texas House Rules of Procedure |
|---|
| 13 | 13 | | for the 87th Legislature allow for the deactivation of the Rule 16 |
|---|
| 14 | 14 | | Special Rule that were activated upon the adoption of the permanent |
|---|
| 15 | 15 | | rules of procedure by resolution; and |
|---|
| 16 | 16 | | WHEREAS, In accordance with Governor Greg Abbott's Executive |

| 17 | 17 | | Order for Texas to be 100% open, the Texas House should also be open |
|---|
| 18 | 18 | | 100%; and |
|---|
| 19 | 19 | | WHEREAS, Due to the removal of the Executive Orders, the 87th |

| 20 | 20 | | Legislature shall deactivate the Rule 16 Special Rule that was |
|---|
| 21 | 21 | | initially activated in its entirety upon the adoption of the |
|---|
| 22 | 22 | | permanent rules of procedure of the 87th Legislature; now, |
|---|
| 23 | 23 | | therefore, be it |

| 24 | 24 | | RESOLVED, That the House of Representatives of the 87th Texas |
|---|
| 25 | 25 | | Legislature hereby open the Texas House of Representatives and |
|---|
| 26 | 26 | | deactivate all sections of Rule 16 Special Rule that was activated |
|---|
| 27 | 27 | | initially in its entirety upon the adoption of the permanent rules |
|---|
| 28 | 28 | | of procedure of the House of Representatives 87th Legislature, |
|---|
| 29 | 29 | | effective March 10th, 2021. |
