44 R E S O L U T I O N
55 WHEREAS, The House Rules of Procedure adopted at the
66 beginning of the 87th Legislative Session included Rule 16 Special
77 Rule to bring the House of Representatives to standards that were
88 allegedly necessary for combating the Covid-19 virus; and
99 WHEREAS, Governor Greg Abbott announced the re-opening of
1010 Texas on March 2nd, 2021, removing his Executive Orders, declaring
1111 Texas to be "100% open" on March 10th, 2021; and
1212 WHEREAS, Rule 16 Sec. 4 of the Texas House Rules of Procedure
1313 for the 87th Legislature allow for the deactivation of the Rule 16
1414 Special Rule that were activated upon the adoption of the permanent
1515 rules of procedure by resolution; and
1616 WHEREAS, In accordance with Governor Greg Abbott's Executive
1717 Order for Texas to be 100% open, the Texas House should also be open
1818 100%; and
1919 WHEREAS, Due to the removal of the Executive Orders, the 87th
2020 Legislature shall deactivate the Rule 16 Special Rule that was
2121 initially activated in its entirety upon the adoption of the
2222 permanent rules of procedure of the 87th Legislature; now,
2323 therefore, be it
2424 RESOLVED, That the House of Representatives of the 87th Texas
2525 Legislature hereby open the Texas House of Representatives and
2626 deactivate all sections of Rule 16 Special Rule that was activated
2727 initially in its entirety upon the adoption of the permanent rules
2828 of procedure of the House of Representatives 87th Legislature,
2929 effective March 10th, 2021.
