45 R E S O L U T I O N
56 WHEREAS, Rawley Glenn McCoy, father, husband, architect, and
67 public servant, died unexpectedly at home on Friday, March 5, 2021;
78 born on May 22, 1950, in Victoria, he was the son of the late Fred
89 William McCoy and Selma (Sally) Sarlls McCoy; and
910 WHEREAS, In the 1960s, Rawley may have been the only student
1011 at Victoria High School to be a National Honor student while also
1112 being enrolled in the vocational program; in his high school
1213 drafting class, Lefty Sexton, head of the vocational program at
1314 VHS, asked the class if there was a volunteer who would like a
1415 summer drafting job at Warren Young Architects; of course, Rawley
1516 raised his hand and discovered his love of architecture and his
1617 lifelong profession; in order to work during his last two years of
1718 high school and attend accelerated academic classes, he gave up
1819 varsity basketball and tennis and enrolled as a vocational student;
1920 and
2021 WHEREAS, In pursuit of his architect dream, Rawley attended
2122 Victoria College and thereafter earned both Bachelor of
2223 Environmental Design and Master of Architecture degrees at Texas
2324 A&M University, receiving the Texas Architectural Foundation 1974
2425 and 1975 Jesse H. Jones Scholarships; returning to Victoria in
2526 1975, he began his career working for his longtime mentor, Warren
2627 Young, forming Young and McCoy Architects in 1979 and operating the
2728 firm until 1995; and
2829 WHEREAS, Rawley then started his own successful practice,
2930 Rawley McCoy and Associates; RMA Architects and Interior Designers,
3031 PLLC, also includes architects William Berger, Patrick Ohrt, Brad
3132 Kocurek, Chris Pylar, and Allie McGehee, along with Dennis Hughes,
3233 senior project manager, and Brian Parker, project manager, Ryan
3334 Sprinkle, interior designer, and Karen Pantel, accounting and human
3435 resources; the firm designed many notable projects in Victoria and
3536 throughout Texas; his architecture work in the community became his
3637 passion and only bolstered his love for his hometown of Victoria;
3738 and
3839 WHEREAS, This passion for his community seeded his desire to
3940 enter public service; in 2019, the community he loved elected him
4041 mayor; as mayor, Rawley was known as a true leader who worked
4142 tirelessly with the city and county to improve Victoria and serve
4243 the community; he promoted unity, collaboration, government
4344 transparency, and advocacy for those who had not had a voice or seat
4445 in government; and
4546 WHEREAS, Rawley was also a spiritual man and a devoted and
4647 active member of St. Francis Episcopal Church; he obtained a
4748 theological Education for Ministry (EFM) four-year program
4849 certificate from the School of Theology, Sewanee; and
4950 WHEREAS, Rawley's public service included participation in
5051 many civic organizations; he was past president and board member of
5152 the Victoria Downtown Rotary, past president and board member of
5253 Trinity School, chairman of the City of Victoria Building and
5354 Standards Commission and Board of Adjustments and Appeals, and a
5455 member of the VISD Career Technology Advisory Committee; he was a
5556 recipient of the Gulf Bend MHMR Center 2018 "Community Champion
5657 Award" and a Gulf Bend Regional Collaborative volunteer who worked
5758 on mental health care legislative issues to improve mental health
5859 care in a seven-county region; he was also a member of the American
5960 Institute of Architects, the Texas Society of Architects Houston
6061 Chapter, the Harvey Recovery Task Force and Government Affairs
6162 Sub-Committee, and the Chamber of Commerce, as well as a voting
6263 member of the Victoria Economic Development Corporation (VEDC) and
6364 many more organizations; Rawley "wore many hats"; and
6465 WHEREAS, Rawley's love for his community was only outshone by
6566 his love of his family; his life will forever be cherished by those
6667 he leaves behind; now, therefore, be it
6768 RESOLVED, That the House of Representatives of the 87th Texas
6869 Legislature hereby pay tribute to the memory of Rawley Glenn McCoy
6970 and extend deepest sympathy to the members of his family: to the
7071 love of his life, his wife, Kay Klotzman McCoy; to his children,
7172 Kristin Erin McCoy Holub and her husband, Jaime, Timothy Jordan
7273 McCoy and his wife, Grete, and Kathryn Caroline McCoy; to his
7374 brothers, Fred McCoy and his wife, Claire, and Gary McCoy and his
7475 wife, Pat; to his sister, Beverly McCoy; to his grandchildren,
7576 Matthew, Caroline, and Natalie Holub, Lillian and Charles McCoy,
7677 and Anika and Liv McBath; to his nieces and nephews; and to his
7778 other relatives and friends; and, be it further
7879 RESOLVED, That an official copy of this resolution be
7980 prepared for his family and that when the Texas House of
8081 Representatives adjourns this day, it do so in memory of Rawley
8182 Glenn McCoy.
