5 | 6 | | WHEREAS, Rawley Glenn McCoy, father, husband, architect, and |

6 | 7 | | public servant, died unexpectedly at home on Friday, March 5, 2021; |

7 | 8 | | born on May 22, 1950, in Victoria, he was the son of the late Fred |

8 | 9 | | William McCoy and Selma (Sally) Sarlls McCoy; and |

9 | 10 | | WHEREAS, In the 1960s, Rawley may have been the only student |
---|
10 | 11 | | at Victoria High School to be a National Honor student while also |
---|
11 | 12 | | being enrolled in the vocational program; in his high school |
---|
12 | 13 | | drafting class, Lefty Sexton, head of the vocational program at |
---|
13 | 14 | | VHS, asked the class if there was a volunteer who would like a |
---|
14 | 15 | | summer drafting job at Warren Young Architects; of course, Rawley |
---|
15 | 16 | | raised his hand and discovered his love of architecture and his |
---|
16 | 17 | | lifelong profession; in order to work during his last two years of |
---|
17 | 18 | | high school and attend accelerated academic classes, he gave up |
---|
18 | 19 | | varsity basketball and tennis and enrolled as a vocational student; |
---|
19 | 20 | | and |

20 | 21 | | WHEREAS, In pursuit of his architect dream, Rawley attended |
---|
21 | 22 | | Victoria College and thereafter earned both Bachelor of |
---|
22 | 23 | | Environmental Design and Master of Architecture degrees at Texas |

23 | 24 | | A&M University, receiving the Texas Architectural Foundation 1974 |
---|
24 | 25 | | and 1975 Jesse H. Jones Scholarships; returning to Victoria in |
---|
25 | 26 | | 1975, he began his career working for his longtime mentor, Warren |
---|
26 | 27 | | Young, forming Young and McCoy Architects in 1979 and operating the |
---|
27 | 28 | | firm until 1995; and |
---|
28 | 29 | | WHEREAS, Rawley then started his own successful practice, |
---|
29 | 30 | | Rawley McCoy and Associates; RMA Architects and Interior Designers, |
---|
30 | 31 | | PLLC, also includes architects William Berger, Patrick Ohrt, Brad |
---|
31 | 32 | | Kocurek, Chris Pylar, and Allie McGehee, along with Dennis Hughes, |
---|
32 | 33 | | senior project manager, and Brian Parker, project manager, Ryan |
---|
33 | 34 | | Sprinkle, interior designer, and Karen Pantel, accounting and human |
---|
34 | 35 | | resources; the firm designed many notable projects in Victoria and |
---|
35 | 36 | | throughout Texas; his architecture work in the community became his |
---|
36 | 37 | | passion and only bolstered his love for his hometown of Victoria; |
---|

38 | 39 | | WHEREAS, This passion for his community seeded his desire to |
---|
39 | 40 | | enter public service; in 2019, the community he loved elected him |
---|
40 | 41 | | mayor; as mayor, Rawley was known as a true leader who worked |

41 | 42 | | tirelessly with the city and county to improve Victoria and serve |
---|
42 | 43 | | the community; he promoted unity, collaboration, government |
---|
43 | 44 | | transparency, and advocacy for those who had not had a voice or seat |
---|
44 | 45 | | in government; and |
---|
45 | 46 | | WHEREAS, Rawley was also a spiritual man and a devoted and |
---|
46 | 47 | | active member of St. Francis Episcopal Church; he obtained a |
---|
47 | 48 | | theological Education for Ministry (EFM) four-year program |
---|
48 | 49 | | certificate from the School of Theology, Sewanee; and |
---|
49 | 50 | | WHEREAS, Rawley's public service included participation in |
---|
50 | 51 | | many civic organizations; he was past president and board member of |
---|
51 | 52 | | the Victoria Downtown Rotary, past president and board member of |
---|
52 | 53 | | Trinity School, chairman of the City of Victoria Building and |
---|
53 | 54 | | Standards Commission and Board of Adjustments and Appeals, and a |
---|
54 | 55 | | member of the VISD Career Technology Advisory Committee; he was a |
---|
55 | 56 | | recipient of the Gulf Bend MHMR Center 2018 "Community Champion |
---|
56 | 57 | | Award" and a Gulf Bend Regional Collaborative volunteer who worked |
---|
57 | 58 | | on mental health care legislative issues to improve mental health |
---|
58 | 59 | | care in a seven-county region; he was also a member of the American |
---|
59 | 60 | | Institute of Architects, the Texas Society of Architects Houston |
---|
60 | 61 | | Chapter, the Harvey Recovery Task Force and Government Affairs |
---|
61 | 62 | | Sub-Committee, and the Chamber of Commerce, as well as a voting |
---|
62 | 63 | | member of the Victoria Economic Development Corporation (VEDC) and |
---|
63 | 64 | | many more organizations; Rawley "wore many hats"; and |
---|
64 | 65 | | WHEREAS, Rawley's love for his community was only outshone by |
---|
65 | 66 | | his love of his family; his life will forever be cherished by those |
---|
66 | 67 | | he leaves behind; now, therefore, be it |
---|
67 | 68 | | RESOLVED, That the House of Representatives of the 87th Texas |
---|
68 | 69 | | Legislature hereby pay tribute to the memory of Rawley Glenn McCoy |

69 | 70 | | and extend deepest sympathy to the members of his family: to the |
