| 5 | 6 | | WHEREAS, Dr. Rodney E. Watson of the Spring Independent |

| 6 | 7 | | School District has been named the 2021 Superintendent of the Year |

| 7 | 8 | | by the National School Foundation Association; and |
|---|
| 8 | 9 | | WHEREAS, NSFA annually recognizes administrators who |
|---|
| 9 | 10 | | demonstrate outstanding leadership and collaborate with their |
|---|
| 10 | 11 | | district's education foundation to ensure that all students have |
|---|
| 11 | 12 | | the opportunity for success; Dr. Watson was nominated for the |
|---|
| 12 | 13 | | national accolade by the Spring ISD Education Foundation; and |
|---|
| 13 | 14 | | WHEREAS, This esteemed educator began his tenure with Spring |
|---|
| 14 | 15 | | ISD in July 2014, and he oversees more than 33,000 students on 40 |
|---|
| 15 | 16 | | campuses; through the years, he has launched numerous initiatives, |
|---|
| 16 | 17 | | including the expansion of full-day prekindergarten on every |
|---|
| 17 | 18 | | elementary campus, enhanced early childhood and dual language |
|---|
| 18 | 19 | | programs, and several middle school and high school specialty |
|---|
| 19 | 20 | | programs; in addition, he was instrumental in the passage of a $330 |
|---|
| 20 | 21 | | million bond for various improvements to the district, and in 2020, |
|---|
| 21 | 22 | | he established an Innovation and Equity team to help close |
|---|
| 22 | 23 | | achievement gaps and better meet the needs of area students; and |
|---|
| 23 | 24 | | WHEREAS, Dr. Watson has supported the Spring ISD Education |
|---|
| 24 | 25 | | Foundation through his involvement with its charity golf |
|---|
| 25 | 26 | | tournament, educational grant program, and disaster relief efforts |
|---|
| 26 | 27 | | during Hurricane Harvey in 2017; moreover, he has given generously |
|---|
| 27 | 28 | | of his time and talents to numerous professional and civic |
|---|
| 28 | 29 | | organizations, and he has served as an adjunct professor of |
|---|
| 29 | 30 | | education at the University of Missouri-Kansas City and at The |
|---|
| 30 | 31 | | University of Texas at Austin; he holds a bachelor's degree in |
|---|
| 31 | 32 | | psychology and music education, a master's degree in counseling |
|---|
| 32 | 33 | | psychology and special education, and a doctoral degree from UMKC |
|---|
| 33 | 34 | | in urban leadership and policy analysis and curriculum and |
|---|
| 34 | 35 | | instruction; and |

| 35 | 36 | | WHEREAS, Through his unwavering dedication to area students |

| 36 | 37 | | and staff, Dr. Rodney Watson has led the way in fostering a |

| 37 | 38 | | supportive and challenging educational environment, and he has made |
|---|
| 38 | 39 | | valuable contributions to advancing public education in the Lone |
|---|
| 39 | 40 | | Star State; now, therefore, be it |
|---|
| 40 | 41 | | RESOLVED, That the House of Representatives of the 87th Texas |
|---|
| 41 | 42 | | Legislature hereby congratulate Dr. Rodney E. Watson on his |
|---|
| 42 | 43 | | selection as 2021 Superintendent of the Year by the National School |
|---|
| 43 | 44 | | Foundation Association and extend to him sincere best wishes for |
