| 5 | 6 | | WHEREAS, Kisha Morris-Perkins is retiring as city secretary |

| 6 | 7 | | for the City of DeSoto on March 26, 2021, following 14 years of |

| 7 | 8 | | distinguished service to the municipality and three decades in the |
|---|
| 8 | 9 | | public sector; and |
|---|
| 9 | 10 | | WHEREAS, In 2007, Ms. Morris-Perkins joined the DeSoto |
|---|
| 10 | 11 | | Action Center as a senior customer service representative; she was |
|---|
| 11 | 12 | | soon promoted to a new role as both public records coordinator and |
|---|
| 12 | 13 | | administrative assistant to the city secretary; in 2012, she was |
|---|
| 13 | 14 | | appointed as interim city secretary, and the mayor and city council |
|---|
| 14 | 15 | | formally named her to the position the following year; and |
|---|
| 15 | 16 | | WHEREAS, Ms. Morris-Perkins modernized her office, improving |
|---|
| 16 | 17 | | efficiency and effectiveness by adopting the latest methods and |
|---|
| 17 | 18 | | technologies; in addition, she coordinated a large-scale revision |
|---|
| 18 | 19 | | of the city council's meeting agenda and made the new process |
|---|
| 19 | 20 | | completely paperless; she provided the public with electronic |
|---|
| 20 | 21 | | access to supporting information as well; dedicated to her |
|---|
| 21 | 22 | | profession, she participated in training from the Texas Municipal |
|---|
| 22 | 23 | | Clerks Association, and she served two terms as secretary of the |
|---|
| 23 | 24 | | local chapter of the organization; and |
|---|
| 24 | 25 | | WHEREAS, Previously, Ms. Morris-Perkins was employed in |
|---|
| 25 | 26 | | federal law enforcement in Massachusetts and her native California; |
|---|
| 26 | 27 | | she then worked briefly for Dallas County and the City of Lancaster; |
|---|
| 27 | 28 | | retirement will allow her to spend more time with her husband and |
|---|
| 28 | 29 | | their blended family of four children and two grandchildren, as |
|---|
| 29 | 30 | | well as other relatives and friends; she also enjoys volunteering |
|---|
| 30 | 31 | | with Meals on Wheels and at her church; and |
|---|
| 31 | 32 | | WHEREAS, Kisha Morris-Perkins has demonstrated exceptional |
|---|
| 32 | 33 | | vision, skill, and leadership throughout her tenure with the City |
|---|
| 33 | 34 | | of DeSoto, and she may reflect with pride on her accomplishments, |
|---|
| 34 | 35 | | knowing that she has rendered invaluable service to her colleagues |

| 35 | 36 | | and fellow citizens; now, therefore, be it |

| 36 | 37 | | RESOLVED, That the House of Representatives of the 87th Texas |

| 37 | 38 | | Legislature hereby congratulate Kisha Morris-Perkins on her |

| 38 | 39 | | retirement as city secretary for the City of DeSoto and extend to |

| 39 | 40 | | her sincere best wishes for the future; and, be it further |

| 40 | 41 | | RESOLVED, That an official copy of this resolution be |
