| 5 | 6 | | WHEREAS, Eric Fagan was sworn in as the 43rd sheriff of Fort |

| 6 | 7 | | Bend County on January 1, 2021, becoming the first African American |

| 7 | 8 | | to be elected sheriff in the county since Reconstruction, 151 years |

| 8 | 9 | | ago; and |
|---|
| 9 | 10 | | WHEREAS, A graduate of Prairie View A&M University, Sheriff |
|---|
| 10 | 11 | | Fagan earned his bachelor's degree in criminal justice and a |
|---|
| 11 | 12 | | master's degree in juvenile forensic psychology; while working |
|---|
| 12 | 13 | | toward his master's degree, he performed psychological evaluations |
|---|
| 13 | 14 | | of inmates under the supervision of a licensed psychiatrist before |
|---|
| 14 | 15 | | their court appearances; and |
|---|
| 15 | 16 | | WHEREAS, Sheriff Fagan went on to a remarkable 31-year tenure |

| 16 | 17 | | with the Houston Police Department, where he was recognized as |

| 17 | 18 | | Officer of the Year three times; he served as a mediator and |

| 18 | 19 | | facilitator in the Alternative Dispute Resolution section of the |

| 19 | 20 | | Internal Affairs Division, achieving a 100 percent agreement rate |

| 20 | 21 | | in more than 200 cases; and |

| 21 | 22 | | WHEREAS, A leader in his profession, Sheriff Fagan is the |

| 22 | 23 | | president emeritus of the African American Police Officer's League; |

| 23 | 24 | | in addition, he was a member of Mayor Sylvester Turner's protection |

| 24 | 25 | | detail, and he has been certified in dignitary protection by the |

| 25 | 26 | | Texas Department of Public Safety; during Super Bowl LI, he worked |

| 26 | 27 | | with the NFL's security team, the FBI, the U.S. Department of |

| 27 | 28 | | Homeland Security, the Harris County Sheriff's Office, and other |

| 28 | 29 | | agencies to help plan for the event; and |

| 29 | 30 | | WHEREAS, In all his endeavors, Sheriff Fagan benefits from |

| 30 | 31 | | the love and support of his wife, Jacqueline, and his daughter, |

| 32 | 33 | | WHEREAS, Eric Fagan brings to his role as sheriff a lifetime |
