| 5 | 6 | | WHEREAS, The 90th birthday of a trailblazing entrepreneur is |

| 6 | 7 | | truly cause for celebration, and Lucious L. Williams of DeSoto |

| 7 | 8 | | marked this significant milestone in his life on March 16, 2021; and |

| 8 | 9 | | WHEREAS, Born in Clarksdale, Mississippi, in 1931, Lucious |
|---|
| 9 | 10 | | Williams grew up as the second-youngest of nine children; he joined |
|---|
| 10 | 11 | | the Memphis Red Sox in the Negro American League as a teenager and |
|---|
| 11 | 12 | | played second base; in 1979, while living in Milwaukee, Wisconsin, |
|---|
| 12 | 13 | | he launched an engineering company, Dikita Enterprises, using his |
|---|
| 13 | 14 | | car as collateral for a 90-day start-up loan; four years later, he |
|---|
| 14 | 15 | | moved his headquarters to Dallas, where his oldest daughter, Eve, |
|---|
| 15 | 16 | | was attending college, and he persuaded her to become chief |
|---|
| 16 | 17 | | financial officer; he is also the proud father of two other |
|---|
| 17 | 18 | | daughters, Desiree and Sarah, and he shares a fulfilling marriage |

| 18 | 19 | | with his wife, Rubee Manson Williams; and |
|---|
| 19 | 20 | | WHEREAS, Mr. Williams skillfully guided the growth of |

| 20 | 21 | | Dikita, which is considered the oldest African American-owned |

| 21 | 22 | | engineering and consulting firm in North Texas; over the course of |
|---|
| 22 | 23 | | more than four decades, it has handled a host of major projects for |
|---|
| 23 | 24 | | such entities as Dallas Area Rapid Transit, DFW International |
|---|
| 24 | 25 | | Airport, the Texas Department of Transportation, and the Dallas and |
|---|
| 25 | 26 | | Lancaster Independent School Districts; it has also provided |
|---|
| 26 | 27 | | transit planning and other services to communities across the |
|---|
| 27 | 28 | | nation; in 2010, he handed the reins to Eve Williams, and he now |
|---|
| 28 | 29 | | serves as chair of the board and director of government affairs; he |
|---|
| 29 | 30 | | has given generously of his expertise as the leader of numerous |
|---|
| 30 | 31 | | civic groups, and in his free time, he is an avid golfer; in 2018, he |

| 31 | 32 | | was inducted into the Texas Black Sports Hall of Fame; and |

| 32 | 33 | | WHEREAS, Respected and admired by all who are privileged to |

| 33 | 34 | | know him, Lucious Williams may reflect with great satisfaction on a |

| 34 | 35 | | lifetime of achievement, and it is a pleasure to join in honoring |

| 35 | 36 | | him on this noteworthy occasion; now, therefore, be it |

| 36 | 37 | | RESOLVED, That the House of Representatives of the 87th Texas |

| 37 | 38 | | Legislature hereby congratulate Lucious L. Williams on his 90th |
