45 R E S O L U T I O N
56 WHEREAS, The Honorable Richard Garcia is retiring as a Bexar
67 County Children's Court judge on April 3, 2021, concluding an
78 exemplary 16-year tenure in that office; and
89 WHEREAS, Judge Garcia earned his juris doctor degree from
910 St. Mary's University in May 1979, and following graduation, he
1011 briefly worked for Dade Legal Aid in Miami, Florida; he
1112 subsequently moved to Texas and was employed with Bexar County
1213 Legal Aid in San Antonio from 1980 to 1984, when he entered private
1314 practice for several years; in 1988, he returned to public service
1415 as an assistant district attorney for Child Protective Services,
1516 handling cases involving child abuse and neglect; and
1617 WHEREAS, In February 1990, Judge Garcia was unanimously
1718 appointed by the Bexar County district judges as an associate judge
1819 for family law cases; then in 2005, he was assigned to serve in the
1920 Bexar County Children's Court, where he has found fulfillment in
2021 his work to bring justice to young victims of abuse and neglect; and
2122 WHEREAS, Judge Richard Garcia has greatly benefited Bexar
2223 County through his deep commitment to the well-being of the area's
2324 youngest and most vulnerable residents, and he may indeed reflect
2425 with pride on a career well spent; now, therefore, be it
2526 RESOLVED, That the House of Representatives of the 87th Texas
2627 Legislature hereby congratulate the Honorable Richard Garcia on his
2728 retirement from the Bexar County Children's Court and extend to him
2829 sincere best wishes for the future; and, be it further
2930 RESOLVED, That an official copy of this resolution be
3031 prepared for Judge Garcia as an expression of high regard by the
3132 Texas House of Representatives.
