55 R E S O L U T I O N
66 WHEREAS, The manufacturing industry in Texas is a leader in
77 the production of countless items used by people around the world,
88 and a steady, reliable supply of raw materials is vital to industry
99 operations; and
1010 WHEREAS, Texas companies manufacture a wide range of
1111 products, including steel, aluminum, plastics, textiles, glass,
1212 paper, and electronics; such businesses count on the availability
1313 of materials that are collected, processed, and manufactured by the
1414 state's recycling industry, whose members benefit from the
1515 expertise of the Recycling Council of Texas and the Institute of
1616 Scrap Recycling Industries; and
1717 WHEREAS, The steel industry relies on ferrous scrap as its
1818 largest single raw material input, and 70 percent of all steel and
1919 stainless steel in the country is made from scrap supplied by
2020 recyclers; copper and copper alloy production is also heavily
2121 dependent on scrap as a raw material; as international supply
2222 chains have been disrupted by the COVID-19 pandemic, recycling
2323 companies have played an especially critical role, collecting,
2424 sorting, and reclaiming materials used for everything from
2525 disposable hospital gowns to electronics to packaging for food,
2626 hospital equipment, and pharmaceuticals; in addition, salvaged
2727 auto parts help vehicle owners economize on repairs and maintain
2828 reliable transportation; while producing valuable materials,
2929 recycling companies divert a host of items from landfills; and
3030 WHEREAS, During the COVID-19 pandemic, the recycling
3131 industry has adopted measures to protect the health of employees
3232 and customers alike; recycling industry workers have helped to
3333 sustain the manufacturing sector through a time of upheaval, and
3434 these efforts have been supported by the ongoing endeavors of
3535 industry associations; and
3636 WHEREAS, The vitality of the state's manufacturing sector is
3737 a matter of tremendous importance, and the contributions of the
3838 recycling industry will remain crucial throughout the pandemic and
3939 in the years to come; now, therefore, be it
4040 RESOLVED, That the House of Representatives of the 87th Texas
4141 Legislature hereby commend the Recycling Council of Texas, the
4242 Institute of Scrap Recycling Industries, and their members and
4343 extend to them sincere best wishes for the future; and, be it
4444 further
4545 RESOLVED, That official copies of this resolution be prepared
4646 for the organizations as an expression of high regard by the Texas
4747 House of Representatives.
