6 | 6 | | WHEREAS, The manufacturing industry in Texas is a leader in |

7 | 7 | | the production of countless items used by people around the world, |
---|
8 | 8 | | and a steady, reliable supply of raw materials is vital to industry |
---|
9 | 9 | | operations; and |
---|
10 | 10 | | WHEREAS, Texas companies manufacture a wide range of |
---|
11 | 11 | | products, including steel, aluminum, plastics, textiles, glass, |
---|
12 | 12 | | paper, and electronics; such businesses count on the availability |
---|
13 | 13 | | of materials that are collected, processed, and manufactured by the |
---|
14 | 14 | | state's recycling industry, whose members benefit from the |
---|
15 | 15 | | expertise of the Recycling Council of Texas and the Institute of |
---|
16 | 16 | | Scrap Recycling Industries; and |
---|
17 | 17 | | WHEREAS, The steel industry relies on ferrous scrap as its |
---|
18 | 18 | | largest single raw material input, and 70 percent of all steel and |
---|
19 | 19 | | stainless steel in the country is made from scrap supplied by |
---|
20 | 20 | | recyclers; copper and copper alloy production is also heavily |
---|
21 | 21 | | dependent on scrap as a raw material; as international supply |
---|
22 | 22 | | chains have been disrupted by the COVID-19 pandemic, recycling |
---|
23 | 23 | | companies have played an especially critical role, collecting, |
---|
24 | 24 | | sorting, and reclaiming materials used for everything from |
---|
25 | 25 | | disposable hospital gowns to electronics to packaging for food, |
---|
26 | 26 | | hospital equipment, and pharmaceuticals; in addition, salvaged |
---|
27 | 27 | | auto parts help vehicle owners economize on repairs and maintain |
---|
28 | 28 | | reliable transportation; while producing valuable materials, |
---|
29 | 29 | | recycling companies divert a host of items from landfills; and |
---|
30 | 30 | | WHEREAS, During the COVID-19 pandemic, the recycling |
---|
31 | 31 | | industry has adopted measures to protect the health of employees |
---|
32 | 32 | | and customers alike; recycling industry workers have helped to |
---|
33 | 33 | | sustain the manufacturing sector through a time of upheaval, and |
---|
34 | 34 | | these efforts have been supported by the ongoing endeavors of |
---|
35 | 35 | | industry associations; and |
---|
36 | 36 | | WHEREAS, The vitality of the state's manufacturing sector is |
---|
37 | 37 | | a matter of tremendous importance, and the contributions of the |
---|
38 | 38 | | recycling industry will remain crucial throughout the pandemic and |
---|
39 | 39 | | in the years to come; now, therefore, be it |
---|
40 | 40 | | RESOLVED, That the House of Representatives of the 87th Texas |
---|
41 | 41 | | Legislature hereby commend the Recycling Council of Texas, the |
---|
42 | 42 | | Institute of Scrap Recycling Industries, and their members and |
---|
43 | 43 | | extend to them sincere best wishes for the future; and, be it |
---|

45 | 45 | | RESOLVED, That official copies of this resolution be prepared |
