| 5 | 6 | | WHEREAS, Dr. Art Cavazos is retiring as superintendent of the |

| 6 | 7 | | Harlingen Consolidated Independent School District on June 30, |

| 7 | 8 | | 2021, drawing to a close an exceptional career in education that has |
|---|
| 8 | 9 | | spanned well over three decades; and |
|---|
| 9 | 10 | | WHEREAS, Taking on the role of superintendent of Harlingen |
|---|
| 10 | 11 | | CISD in 2013, Dr. Cavazos brought a wealth of knowledge to his new |
|---|
| 11 | 12 | | position, having joined the district in 2001 as assistant |
|---|
| 12 | 13 | | superintendent for secondary education and then earning promotion |
|---|
| 13 | 14 | | to interim superintendent and deputy superintendent for |
|---|
| 14 | 15 | | transformation and school support; among his many achievements, he |
|---|
| 15 | 16 | | has overseen the adoption of the Strategic Plan, which develops |
|---|
| 16 | 17 | | communication, collaboration, creativity, and critical thinking |
|---|
| 17 | 18 | | skills while emphasizing early childhood literacy; and |
|---|
| 18 | 19 | | WHEREAS, Dr. Cavazos also directed the implementation of a |
|---|
| 19 | 20 | | robotics initiative and a career and technical education redesign |
|---|
| 20 | 21 | | that have created authentic learning experiences in science, |
|---|
| 21 | 22 | | technology, engineering, and math, as well as in health services, |
|---|
| 22 | 23 | | media, arts communications, nursing, and teaching; moreover, he has |
|---|
| 23 | 24 | | guided the opening of new campuses and dual language academies and |
|---|
| 24 | 25 | | the digitalization of classrooms, and his sound fiscal management |
|---|
| 25 | 26 | | has enabled the district to address facility needs without |
|---|
| 26 | 27 | | incurring debt as a result of the Tax Ratification Election; and |
|---|
| 27 | 28 | | WHEREAS, A nationally recognized leader, Dr. Cavazos was |
|---|
| 28 | 29 | | selected by the U.S. Department of Education in 2014 to participate |
|---|
| 29 | 30 | | in the inaugural National ConnectED Superintendents Summit at the |
|---|
| 30 | 31 | | White House; two years later, he was appointed by Governor Greg |
|---|
| 31 | 32 | | Abbott to a six-year term on the State Board for Educator |
|---|
| 32 | 33 | | Certification; in addition to receiving the Distinguished School |
|---|
| 33 | 34 | | Administrator Award from the American Association of School |
|---|
| 34 | 35 | | Librarians and an excellence in leadership award from Teach For |
|---|
| 35 | 36 | | America, he has been named a Texas PTA Superintendent of the Year |
|---|
| 36 | 37 | | and a National Speech and Debate Association Gulf Coast |
|---|
| 37 | 38 | | Communicator of the Year; and |
|---|
| 38 | 39 | | WHEREAS, Dr. Cavazos began his career with Edinburg |

| 39 | 40 | | Consolidated ISD in 1987; he next worked for McAllen ISD as a math |

| 40 | 41 | | teacher, counselor, and principal, and he went on to serve as |
|---|
| 41 | 42 | | director of secondary education for Mission CISD; he holds a master |
|---|
| 42 | 43 | | of education degree from The University of Texas-Pan American and a |
|---|
| 43 | 44 | | doctorate in education from The University of Texas at Austin; and |
|---|
| 44 | 45 | | WHEREAS, This esteemed Texan's vision, dedication, and |
|---|
| 45 | 46 | | commitment to excellence have greatly benefited the students of |
|---|
| 46 | 47 | | Harlingen CISD, and he may indeed reflect with pride on a career |
|---|
| 47 | 48 | | well spent; now, therefore, be it |

| 48 | 49 | | RESOLVED, That the House of Representatives of the 87th Texas |
|---|
| 49 | 50 | | Legislature hereby congratulate Dr. Art Cavazos on his retirement |

| 50 | 51 | | as superintendent of the Harlingen Consolidated Independent School |

| 51 | 52 | | District and extend to him sincere best wishes for the future; and, |
