5 | 6 | | WHEREAS, A rich and purposeful life drew to a close with the |

6 | 7 | | passing of JoAnne Powell on March 24, 2021, at the age of 89; and |

7 | 8 | | WHEREAS, The daughter of Brooks and Iva Mae McAdams, the |
---|
8 | 9 | | former JoAnne McAdams was born in Nashville, Arkansas, on November |
---|
9 | 10 | | 27, 1931, and grew up with a brother, James; she graduated from |
---|
10 | 11 | | Southern Arkansas University; in December 1954, she exchanged |
---|
11 | 12 | | wedding vows with her childhood sweetheart, Charles Powell, and |
---|
12 | 13 | | they became the proud parents of a daughter, Teresa Anne; they later |
---|
13 | 14 | | welcomed into their family two grandchildren, Colin and Caitlin; |
---|
14 | 15 | | Mr. and Mrs. Powell shared a rewarding union that spanned more than |
---|
15 | 16 | | six and a half decades before his death in 2020; and |
---|
16 | 17 | | WHEREAS, For over 30 years, Mrs. Powell traveled with her |
---|
17 | 18 | | husband during his career in the U.S. Air Force; the couple |
---|
18 | 19 | | ultimately settled in San Angelo, where she revived the Goodfellow |
---|
19 | 20 | | Officer's Wives Club and launched the Christmas Bazaar at |
---|
20 | 21 | | Goodfellow Air Force Base; in 1984, she became the district office |
---|
21 | 22 | | manager and area staff aide for U.S. Congressman Tom Loeffler; she |

22 | 23 | | went on to serve with U.S. Congressmen Lamar Smith, Michael |
---|
23 | 24 | | Conaway, and August Pfluger, and through her work, she found great |
---|
24 | 25 | | joy in helping to meet the needs of constituents; furthermore, she |
---|
25 | 26 | | was involved with the Concho Valley Republican Women, and she was |
---|
26 | 27 | | honored by the Texas Federation of Republican Women; and |
---|
27 | 28 | | WHEREAS, Mrs. Powell held board seats with United Way, the |
---|
28 | 29 | | Concho Valley Partnership, Meals for the Elderly, and Hospice of |
---|
29 | 30 | | San Angelo, among other organizations; she received the United Way |
---|
30 | 31 | | Keeping the Flame of Hope Alive Award and was recognized as a Woman |
---|
31 | 32 | | of Distinction by the Girl Scouts of Central Texas; moreover, she |
---|
32 | 33 | | belonged to Johnson Street Church of Christ and supported its |
---|
33 | 34 | | mission and outreach endeavors; and |
---|
34 | 35 | | WHEREAS, A woman of grace, compassion, humility, and strong |
---|
35 | 36 | | character, JoAnne Powell made a positive difference in countless |
---|
36 | 37 | | lives, and she will forever hold a treasured place in the hearts of |
---|
37 | 38 | | all who knew and loved her; now, therefore, be it |
---|
38 | 39 | | RESOLVED, That the House of Representatives of the 87th Texas |

39 | 40 | | Legislature hereby pay tribute to the memory of JoAnne Powell and |

40 | 41 | | extend deepest condolences to her relatives and friends; and, be it |
