45 R E S O L U T I O N
56 WHEREAS, A rich and purposeful life drew to a close with the
67 passing of JoAnne Powell on March 24, 2021, at the age of 89; and
78 WHEREAS, The daughter of Brooks and Iva Mae McAdams, the
89 former JoAnne McAdams was born in Nashville, Arkansas, on November
910 27, 1931, and grew up with a brother, James; she graduated from
1011 Southern Arkansas University; in December 1954, she exchanged
1112 wedding vows with her childhood sweetheart, Charles Powell, and
1213 they became the proud parents of a daughter, Teresa Anne; they later
1314 welcomed into their family two grandchildren, Colin and Caitlin;
1415 Mr. and Mrs. Powell shared a rewarding union that spanned more than
1516 six and a half decades before his death in 2020; and
1617 WHEREAS, For over 30 years, Mrs. Powell traveled with her
1718 husband during his career in the U.S. Air Force; the couple
1819 ultimately settled in San Angelo, where she revived the Goodfellow
1920 Officer's Wives Club and launched the Christmas Bazaar at
2021 Goodfellow Air Force Base; in 1984, she became the district office
2122 manager and area staff aide for U.S. Congressman Tom Loeffler; she
2223 went on to serve with U.S. Congressmen Lamar Smith, Michael
2324 Conaway, and August Pfluger, and through her work, she found great
2425 joy in helping to meet the needs of constituents; furthermore, she
2526 was involved with the Concho Valley Republican Women, and she was
2627 honored by the Texas Federation of Republican Women; and
2728 WHEREAS, Mrs. Powell held board seats with United Way, the
2829 Concho Valley Partnership, Meals for the Elderly, and Hospice of
2930 San Angelo, among other organizations; she received the United Way
3031 Keeping the Flame of Hope Alive Award and was recognized as a Woman
3132 of Distinction by the Girl Scouts of Central Texas; moreover, she
3233 belonged to Johnson Street Church of Christ and supported its
3334 mission and outreach endeavors; and
3435 WHEREAS, A woman of grace, compassion, humility, and strong
3536 character, JoAnne Powell made a positive difference in countless
3637 lives, and she will forever hold a treasured place in the hearts of
3738 all who knew and loved her; now, therefore, be it
3839 RESOLVED, That the House of Representatives of the 87th Texas
3940 Legislature hereby pay tribute to the memory of JoAnne Powell and
4041 extend deepest condolences to her relatives and friends; and, be it
4142 further
4243 RESOLVED, That an official copy of this resolution be
4344 prepared for her family and that when the Texas House of
4445 Representatives adjourns this day, it do so in memory of JoAnne
4546 Powell.
