| 5 | 6 | | WHEREAS, For the second time, the Rockport Police Department |

| 8 | 9 | | WHEREAS, Since 2006, the TPCA's Law Enforcement Recognition |

| 9 | 10 | | Program has evaluated Texas police departments by using a metric of |

| 10 | 11 | | more than 165 best practices that take into account all aspects of |
|---|
| 11 | 12 | | law enforcement, including use of force, protection of citizen |
|---|
| 12 | 13 | | rights, vehicle pursuit, property and evidence management, and |
|---|
| 13 | 14 | | patrol and investigative operations; and |
|---|
| 14 | 15 | | WHEREAS, The Rockport Police Department was originally |

| 15 | 16 | | credentialed as a Recognized Law Enforcement Agency in December |
|---|
| 16 | 17 | | 2016; to maintain its standing with the TPCA, the department was |
|---|
| 17 | 18 | | required to conduct a critical self-review of its policies, |
|---|
| 18 | 19 | | procedures, facilities, and operations and to submit to an on-site |
|---|
| 19 | 20 | | inspection overseen by police chiefs from other agencies; after the |
|---|
| 20 | 21 | | results were analyzed by the TPCA's Recognition Committee, the |
|---|
| 21 | 22 | | department was again awarded Recognized status on December 23, |
|---|
| 22 | 23 | | 2020; and |

| 23 | 24 | | WHEREAS, Under the leadership of Chief Gregory Stevens, the |

| 24 | 25 | | Rockport police force has demonstrated exceptional diligence, |

| 25 | 26 | | professionalism, and dedication in meeting the best practices |

| 26 | 27 | | outlined by the Texas Police Chiefs Association, and they can |

| 27 | 28 | | indeed take great pride in earning this well-deserved honor; now, |

| 29 | 30 | | RESOLVED, That the House of Representatives of the 87th Texas |

| 30 | 31 | | Legislature hereby congratulate the Rockport Police Department on |

| 31 | 32 | | its recognition by the Texas Police Chiefs Association and extend |

| 32 | 33 | | to all those associated with the department sincere best wishes for |
