| 5 | 6 | | WHEREAS, Family and friends will forever treasure their |

| 6 | 7 | | memories of Robert Warren McGowan of Houston, who died on March 5, |

| 7 | 8 | | 2021, at the age of 66; and |

| 8 | 9 | | WHEREAS, Robert McGowan was born on January 13, 1955, to |

| 9 | 10 | | Willard and Verna McGowan, and he grew up in Houston with three |
|---|
| 10 | 11 | | siblings, Willard, Verne, and Twyla; and |
|---|
| 11 | 12 | | WHEREAS, After graduating from Phillis Wheatley High School, |

| 12 | 13 | | Mr. McGowan earned his bachelor's degree at Prairie View A&M |
|---|
| 13 | 14 | | University in 1978; an expert mechanic, he joined his father's |
|---|
| 14 | 15 | | business, McGowan's Auto Repair, and he maintained an active |
|---|
| 15 | 16 | | interest in his profession over the years, mastering the changing |
|---|
| 16 | 17 | | technologies of automotive computers and diagnostic systems; his |
|---|
| 17 | 18 | | expertise and strong work ethic earned him a reputation as one of |
|---|
| 18 | 19 | | the best and most reliable mechanics in Houston's Fifth Ward; he |
|---|
| 19 | 20 | | also enjoyed working on and racing muscle cars; and |
|---|
| 20 | 21 | | WHEREAS, A man of strong religious faith, Mr. McGowan was a |
|---|
| 21 | 22 | | lifelong member of Mount Vernon United Methodist Church, and he was |
|---|
| 22 | 23 | | in regular attendance at the church's worship service and Sunday |
|---|
| 23 | 24 | | school; and |
|---|
| 24 | 25 | | WHEREAS, In all his endeavors, Mr. McGowan enjoyed the love |
|---|
| 25 | 26 | | and support of his wife, Sandra Battle, with whom he shared a loving |
|---|
| 26 | 27 | | relationship for 32 years; he was a devoted stepfather to her |
|---|
| 27 | 28 | | daughters, Natasha, Tiffany, and Shauntay; and |
|---|
| 28 | 29 | | WHEREAS, Robert McGowan possessed a generosity of spirit that |
|---|
| 29 | 30 | | expressed itself in myriad ways, and he enriched the lives of |
|---|
| 30 | 31 | | countless people with his warmth and kindness; now, therefore, be |

| 32 | 33 | | RESOLVED, That the House of Representatives of the 87th Texas |

| 33 | 34 | | Legislature hereby pay tribute to the memory of Robert Warren |
