45 R E S O L U T I O N
56 WHEREAS, Residents of Amarillo are mourning the loss of a
67 dynamic community leader with the death of Joseph Robert McCartt on
78 December 28, 2020, at the age of 73; and
89 WHEREAS, Born in Amarillo to Helen and Eugene McCartt on July
910 2, 1947, Joe Bob McCartt graduated from Amarillo High School in
1011 1964; he went on to attend Amarillo College and West Texas State
1112 University before earning his bachelor's degree in business
1213 administration from the University of Mississippi in 1971; and
1314 WHEREAS, Over the course of a successful career in commercial
1415 real estate that spanned nearly a half century, Mr. McCartt played
1516 a leading role in the revitalization of downtown Amarillo,
1617 contributing to the redesign of Center City, the repurposing of the
1718 Paramount Building as office space, and the conversion of the Fisk
1819 Building into a downtown hotel; he was also an important
1920 participant in the acquisition of the Chase Tower, the development
2021 of the Amarillo Center at West Texas A&M University, and the
2122 redevelopment of the Woolworth and Levine buildings, as well as in
2223 the development of numerous other commercial properties in Amarillo
2324 and Oklahoma City; and
2425 WHEREAS, Mr. McCartt was beloved by his associates for his
2526 wonderful sense of humor and his clever "Joe Bobisms"; he played as
2627 hard as he worked, and he delighted in the time he spent in the
2728 outdoors with his sons, J. and Collin, hunting in the Panhandle,
2829 fishing at Rockport, or kayaking the Llano River; he especially
2930 enjoyed their trip together to Normandy, where they paid tribute to
3031 the sacrifice of American soldiers on the battlefields of World War
3132 II; a man of deep religious conviction, Mr. McCartt was a lifelong
3233 member and senior warden of St. Andrew's Episcopal Church, where he
3334 played a leading role in the campaign to rebuild the church; and
3435 WHEREAS, Joe Bob McCartt lived a full and generous life, and
3536 he leaves behind a legacy of optimism, civic engagement, and joie de
3637 vivre that will continue to inspire all those who knew and loved
3738 him; now, therefore, be it
3839 RESOLVED, That the House of Representatives of the 87th Texas
3940 Legislature hereby pay tribute to the memory of Joseph Robert
4041 McCartt and extend heartfelt sympathy to the members of his family:
4142 to his wife, Debra McCartt; to his sons, J. McCartt and his wife,
4243 Marty, and Collin McCartt and his wife, Sharesa; to his
4344 stepchildren, Abby Nickles Salter and her husband, Jason, Courtney
4445 Nickles Moran and her husband, Patrick, Melissa Ballou Kates and
4546 her husband, Ged, Morgan Ballou and his wife, Emily, and Brandon
4647 Ballou; to his grandchildren, Susie, Elle, Will, Max, Alice,
4748 Greyson, Clara, Harper, Drew, Brett, Clay, Beau, Ellison, and
4849 Kiley; to his brother, Gene McCartt, and his wife, Carol; and to his
4950 other relatives and many friends; and, be it further
5051 RESOLVED, That an official copy of this resolution be
5152 prepared for his family and that when the Texas House of
5253 Representatives adjourns this day, it do so in memory of Joe Bob
5354 McCartt.
