45 R E S O L U T I O N
56 WHEREAS, The Little Bay Restoration Initiative is working to
67 revive and preserve the coastal resources of Aransas County, and
78 this vital effort is truly worthy of special recognition; and
89 WHEREAS, On August 25, 2017, Hurricane Harvey made landfall
910 along Aransas Bay, bringing heavy rains, high winds, and a
1011 four-foot storm surge, resulting in nearly $950 million in damage
1112 to the county; Little Bay is an inlet of Aransas Bay, with Fulton to
1213 the north and Rockport to the south, and it receives stormwater
1314 runoff from Tully Creek and 11 storm drains; the hurricane
1415 accelerated the accumulation of sediment in this system, creating
1516 higher water elevation and lower flow of runoff; and
1617 WHEREAS, The Little Bay Restoration Initiative seeks to
1718 improve drainage and stabilize and protect the shoreline from wave
1819 energy and storm surge, in order to reduce coastal erosion and
1920 prevent the flooding of area businesses, homes, and infrastructure;
2021 moreover, the initiative will help protect habitats from coastal
2122 erosion and bolster the ecotourism economy; and
2223 WHEREAS, An integral part of the Aransas County Long Term
2324 Recovery Plan, the initiative is also a Tier I project of the Texas
2425 Coastal Resiliency Master Plan of the Texas General Land Office; it
2526 is a collaborative effort of Aransas County, the City of Rockport,
2627 the Town of Fulton, and the Aransas County Navigation District,
2728 with invaluable support from state and federal agencies such as the
2829 Texas Division of Emergency Management and the Federal Emergency
2930 Management Agency; and
3031 WHEREAS, The project benefits from the leadership of Aransas
3132 County Judge C. H. "Burt" Mills Jr., Rockport Mayor Patrick R. Rios,
3233 Fulton Mayor Kelli Cole, and Aransas County Navigation District
3334 Chair Malcolm Dieckow; and
3435 WHEREAS, In the aftermath of Hurricane Harvey, the
3536 hardworking public officials of the region have responded to the
3637 challenges of recovery with fortitude and a spirit of cooperation,
3738 and they may indeed take great pride in their ongoing efforts to
3839 restore and preserve Little Bay; now, therefore, be it
3940 RESOLVED, That the House of Representatives of the 87th Texas
4041 Legislature hereby commend the Little Bay Restoration Initiative
4142 and extend to all those associated with the endeavor sincere best
4243 wishes for continued success in their important work; and, be it
4344 further
4445 RESOLVED, That an official copy of this resolution be
4546 prepared for the partners in the Little Bay Restoration Initiative
4647 as an expression of high regard by the Texas House of
4748 Representatives.
