5 | 6 | | WHEREAS, The Little Bay Restoration Initiative is working to |

6 | 7 | | revive and preserve the coastal resources of Aransas County, and |

7 | 8 | | this vital effort is truly worthy of special recognition; and |
---|
8 | 9 | | WHEREAS, On August 25, 2017, Hurricane Harvey made landfall |
---|
9 | 10 | | along Aransas Bay, bringing heavy rains, high winds, and a |
---|
10 | 11 | | four-foot storm surge, resulting in nearly $950 million in damage |
---|
11 | 12 | | to the county; Little Bay is an inlet of Aransas Bay, with Fulton to |
---|
12 | 13 | | the north and Rockport to the south, and it receives stormwater |
---|
13 | 14 | | runoff from Tully Creek and 11 storm drains; the hurricane |
---|
14 | 15 | | accelerated the accumulation of sediment in this system, creating |
---|
15 | 16 | | higher water elevation and lower flow of runoff; and |
---|
16 | 17 | | WHEREAS, The Little Bay Restoration Initiative seeks to |
---|
17 | 18 | | improve drainage and stabilize and protect the shoreline from wave |
---|
18 | 19 | | energy and storm surge, in order to reduce coastal erosion and |
---|
19 | 20 | | prevent the flooding of area businesses, homes, and infrastructure; |
---|
20 | 21 | | moreover, the initiative will help protect habitats from coastal |
---|
21 | 22 | | erosion and bolster the ecotourism economy; and |
---|
22 | 23 | | WHEREAS, An integral part of the Aransas County Long Term |
---|
23 | 24 | | Recovery Plan, the initiative is also a Tier I project of the Texas |
---|
24 | 25 | | Coastal Resiliency Master Plan of the Texas General Land Office; it |
---|
25 | 26 | | is a collaborative effort of Aransas County, the City of Rockport, |
---|
26 | 27 | | the Town of Fulton, and the Aransas County Navigation District, |
---|
27 | 28 | | with invaluable support from state and federal agencies such as the |
---|
28 | 29 | | Texas Division of Emergency Management and the Federal Emergency |
---|
29 | 30 | | Management Agency; and |
---|
30 | 31 | | WHEREAS, The project benefits from the leadership of Aransas |
---|
31 | 32 | | County Judge C. H. "Burt" Mills Jr., Rockport Mayor Patrick R. Rios, |

32 | 33 | | Fulton Mayor Kelli Cole, and Aransas County Navigation District |

33 | 34 | | Chair Malcolm Dieckow; and |

34 | 35 | | WHEREAS, In the aftermath of Hurricane Harvey, the |

35 | 36 | | hardworking public officials of the region have responded to the |

36 | 37 | | challenges of recovery with fortitude and a spirit of cooperation, |

37 | 38 | | and they may indeed take great pride in their ongoing efforts to |

38 | 39 | | restore and preserve Little Bay; now, therefore, be it |

39 | 40 | | RESOLVED, That the House of Representatives of the 87th Texas |

40 | 41 | | Legislature hereby commend the Little Bay Restoration Initiative |

41 | 42 | | and extend to all those associated with the endeavor sincere best |

42 | 43 | | wishes for continued success in their important work; and, be it |
