Kolkhorst, Chair, Senate Committee on Health & Human Services     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB1061 by Zaffirini (Relating to background and criminal history checks for operators and employees of certain child-care facilities.), Committee Report 1st House, Substituted     No significant fiscal implication to the State is anticipated. The bill would amend Human Resources Code Chapter 42 to require certain child-care facilities operators and employees to submit a complete set of fingerprints to the Health and Human Services Commission (HHSC). HHSC would be allowed to waive the fingerprint submission requirement under certain conditions. The Department of Public Safety (DPS) would be required to conduct a state and Federal Bureau of Investigation criminal history check on the set of fingerprints received by HHSC.This analysis assumes any cost for DPS to implement provisions of the bill would be minimal and could be absorbed within available resources.HHSC indicates any cost to implement provisions of the bill would be minimal and could be absorbed within available resources.
