                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             May 10, 2021       TO: Honorable Paul Bettencourt, Chair, Senate Committee on Local Government     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB1062 by Zaffirini (Relating to the regulation of food production on single-family residential lots by a municipality or property owners' association.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would amend the Local Government Code to prohibit municipalities and property owners' associations from prohibiting certain food production activities on single-family residential lots.According to the Department of State Health Services (DSHS), no significant fiscal impact to the State is anticipated.    Local Government ImpactAccording to the City of Plano, the bill would have an estimated ongoing annual cost of $68,087 for an additional Animal Services Officer FTE and a one-time cost of $7,500 for a commercial coop for housing animals. The impact on other municipalities cannot be determined due to a lack of responses. According to DSHS, local government entities may experience a negative fiscal impact as the result of implementing the legislation as proposed.
