57 relating to the procedure for conducting surveys of public land,
68 including the requirements regarding field notes and coordinate
79 systems.
810 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
911 SECTION 1. Section 21.041, Natural Resources Code, is
1012 amended to read as follows:
1113 Sec. 21.041. FIELD NOTES OF A SURVEY OF PUBLIC LAND. The
1214 field notes of a survey of public land shall state:
1315 (1) the county in which the land is located;
1416 (2) the authority under which the survey is made and a
1517 true description of the survey;
1618 (3) the land by proper field notes with the necessary
1719 calls and connections for identification, observing the Spanish
1820 measurement by varas;
1921 (4) a diagram of the survey;
2022 (5) the State Plane Coordinates based on the Texas
2123 Coordinate System of 1927, [or] the Texas Coordinate System of
2224 1983, or an alternative coordinate system adopted under Section
2325 21.0711 values for the beginning point on the survey with
2426 appropriate reference to zone, mapping angle, grid distances,
2527 acreage and the N.G.S. Station to which the survey is tied;
2628 (6) the names of the field survey personnel;
2729 (7) the date the survey was made; and
2830 (8) the signature of the surveyor.
2931 SECTION 2. Subchapter D, Chapter 21, Natural Resources
3032 Code, is amended by adding Section 21.0711 to read as follows:
3133 Sec. 21.0711. ALTERNATIVE COORDINATE SYSTEMS. (a) The
3234 Texas Spatial Reference Center at Texas A&M University--Corpus
3335 Christi established under Section 88.503, Education Code, may adopt
3436 a revised state coordinate system that may be used for purposes of
3537 this subchapter under the authority granted to the center as the
3638 state's facilitator of the National Spatial Reference System.
3739 (b) A revised coordinate system adopted under Subsection
3840 (a) is an official state coordinate system.
3941 SECTION 3. Section 21.077, Natural Resources Code, is
4042 amended to read as follows:
4143 Sec. 21.077. UNIT OF MEASUREMENT. The unit of measurement
4244 in this subchapter has the following values, based on the
4345 International Meter established by the National Bureau of
4446 Standards:
4547 (1) one meter = 39.37 inches exactly;
4648 (2) one U.S. survey foot = 0.3048006096 meter [12.00
4749 inches exactly]; [and]
4850 (3) one vara = 33-1/3 inches exactly; and
4951 (4) one international foot = 0.3048 meter exactly.
5052 SECTION 4. This Act takes effect September 1, 2021.
