9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Subchapter B, Chapter 21, Education Code, is |
---|
11 | 11 | | amended by adding Section 21.04891 to read as follows: |
---|
12 | 12 | | Sec. 21.04891. BILINGUAL SPECIAL EDUCATION CERTIFICATION. |
---|
13 | 13 | | (a) In this section, "limited English proficiency" has the meaning |
---|
14 | 14 | | assigned by Section 29.052. |
---|
15 | 15 | | (b) To ensure that there are teachers with special training |
---|
16 | 16 | | in providing instruction to students of limited English proficiency |
---|
17 | 17 | | with disabilities, the board shall establish a bilingual special |
---|
18 | 18 | | education certificate. |
---|
19 | 19 | | (c) To be eligible for a certificate established under this |
---|
20 | 20 | | section, a person must: |
---|
21 | 21 | | (1) satisfactorily complete the coursework for that |
---|
22 | 22 | | certificate in an educator preparation program, including a |
---|
23 | 23 | | skills-based course of instruction on providing instruction to |
---|
24 | 24 | | students of limited English proficiency with disabilities, which |
---|
25 | 25 | | must include instruction on: |
---|
26 | 26 | | (A) the foundations of bilingual, multicultural, |
---|
27 | 27 | | and second language special education; |
---|
28 | 28 | | (B) providing culturally responsive |
---|
29 | 29 | | individualized education programs for students of limited English |
---|
30 | 30 | | proficiency with disabilities; |
---|
31 | 31 | | (C) providing assessment for equity and |
---|
32 | 32 | | inclusion of students of limited English proficiency with and |
---|
33 | 33 | | without disabilities; |
---|
34 | 34 | | (D) developing teaching methods to recognize the |
---|
35 | 35 | | intellectual, developmental, and emotional needs of students in |
---|
36 | 36 | | dual language and transitional bilingual education settings; |
---|
37 | 37 | | (E) teaching fundamental academic skills, |
---|
38 | 38 | | including reading, writing, and mathematics, to students of limited |
---|
39 | 39 | | English proficiency; and |
---|
40 | 40 | | (F) creating dynamic and collaborative |
---|
41 | 41 | | partnerships with families and school professionals; |
---|
42 | 42 | | (2) perform satisfactorily on a bilingual special |
---|
43 | 43 | | education certificate examination prescribed by the board; and |
---|
44 | 44 | | (3) satisfy any other requirements prescribed by the |
---|
45 | 45 | | board. |
---|
46 | 46 | | SECTION 2. The State Board for Educator Certification shall |
---|
47 | 47 | | propose rules: |
---|
48 | 48 | | (1) establishing requirements and prescribing an |
---|
49 | 49 | | examination for a bilingual special education certificate as |
---|
50 | 50 | | required by Section 21.04891, Education Code, as added by this Act; |
---|
51 | 51 | | and |
---|
52 | 52 | | (2) establishing standards to govern the approval and |
---|
53 | 53 | | renewal of approval of educator preparation programs for bilingual |
---|
54 | 54 | | special education certification. |
---|
55 | 55 | | SECTION 3. This Act takes effect September 1, 2021. |
