9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Chapter 29, Education Code, is amended by adding |
---|
11 | 11 | | Subchapter Z-1 to read as follows: |
---|
12 | 12 | | SUBCHAPTER Z-1. COMMISSION ON TEXAS WORKFORCE OF THE FUTURE |
---|
13 | 13 | | Sec. 29.951. DEFINITION. In this subchapter, "commission" |
---|
14 | 14 | | means the Commission on Texas Workforce of the Future. |
---|
15 | 15 | | Sec. 29.952. COMMISSION ON TEXAS WORKFORCE OF THE FUTURE. |
---|
16 | 16 | | (a) The Commission on Texas Workforce of the Future is established |
---|
17 | 17 | | to engage business, state agencies, and local workforce system |
---|
18 | 18 | | partners in the efforts of state and local authorities to build the |
---|
19 | 19 | | state's workforce talent pipeline. |
---|
20 | 20 | | (b) The commission members shall provide reliable and |
---|
21 | 21 | | accurate data pertinent to college and career readiness, |
---|
22 | 22 | | industry-based workforce credentials, associate and bachelor's |
---|
23 | 23 | | degree programs, and high-demand industry jobs and careers. |
---|
24 | 24 | | (c) The commission is composed of 17 members as follows: |
---|
25 | 25 | | (1) five members appointed by the governor; |
---|
26 | 26 | | (2) four members appointed by the lieutenant governor; |
---|
27 | 27 | | (3) four members appointed by the speaker of the house |
---|
28 | 28 | | of representatives; |
---|
29 | 29 | | (4) the commissioner of higher education or the |
---|
30 | 30 | | commissioner's designee; |
---|
31 | 31 | | (5) a commissioner of the Texas Workforce Commission |
---|
32 | 32 | | appointed by the chair of the Texas Workforce Commission, or the |
---|
33 | 33 | | commissioner's designee; |
---|
34 | 34 | | (6) the commissioner or the commissioner's designee; |
---|
35 | 35 | | and |
---|
36 | 36 | | (7) the chair of the Texas Economic Development |
---|
37 | 37 | | Corporation. |
---|
38 | 38 | | (d) The members appointed by the governor must have an |
---|
39 | 39 | | interest in the future of the state's workforce. At least one of |
---|
40 | 40 | | the members appointed by the governor must be a member of a |
---|
41 | 41 | | statewide labor federation. In appointing the members, the |
---|
42 | 42 | | governor shall consider appointing a business leader representing |
---|
43 | 43 | | each of the following industries: |
---|
44 | 44 | | (1) oil and gas; |
---|
45 | 45 | | (2) technology and manufacturing; |
---|
46 | 46 | | (3) health care; |
---|
47 | 47 | | (4) construction; and |
---|
48 | 48 | | (5) petrochemicals. |
---|
49 | 49 | | (e) The appointments made by the lieutenant governor must |
---|
50 | 50 | | include: |
---|
51 | 51 | | (1) two members of the senate; |
---|
52 | 52 | | (2) an administrator in a kindergarten through 12th |
---|
53 | 53 | | grade public school system or an elected member of the board of |
---|
54 | 54 | | trustees of a school district; and |
---|
55 | 55 | | (3) the superintendent of an adult education program |
---|
56 | 56 | | provided under an adult high school diploma and industry |
---|
57 | 57 | | certification charter school program under Section 29.259, or the |
---|
58 | 58 | | superintendent's designee. |
---|
59 | 59 | | (f) The appointments made by the speaker of the house of |
---|
60 | 60 | | representatives must include: |
---|
61 | 61 | | (1) two members of the house of representatives; |
---|
62 | 62 | | (2) a representative of a high school dropout recovery |
---|
63 | 63 | | adult education program serving students who are at least 18 years |
---|
64 | 64 | | of age and not older than 25 years of age or a public school |
---|
65 | 65 | | superintendent who oversees a high school dropout recovery adult |
---|
66 | 66 | | education program; and |
---|
67 | 67 | | (3) an administrator of a public community or |
---|
68 | 68 | | technical college or a public university in this state. |
---|
69 | 69 | | (g) In making appointments under Subsection (c), the |
---|
70 | 70 | | governor, the lieutenant governor, and the speaker of the house of |
---|
71 | 71 | | representatives shall coordinate to ensure that the members they |
---|
72 | 72 | | appoint reflect, to the extent possible, the ethnic and geographic |
---|
73 | 73 | | diversity of this state. |
---|
74 | 74 | | Sec. 29.953. PRESIDING OFFICER. The governor shall |
---|
75 | 75 | | designate the presiding officer of the commission. The presiding |
---|
76 | 76 | | officer must be a business executive. |
---|
77 | 77 | | Sec. 29.954. COMPENSATION AND REIMBURSEMENT. A member of |
---|
78 | 78 | | the commission is not entitled to compensation for service on the |
---|
79 | 79 | | commission but is entitled to reimbursement for actual and |
---|
80 | 80 | | necessary expenses incurred in performing commission duties. |
---|
81 | 81 | | Sec. 29.955. ADMINISTRATIVE SUPPORT AND FUNDING. (a) |
---|
82 | 82 | | Staff members of the agency shall provide administrative support |
---|
83 | 83 | | for the commission. |
---|
84 | 84 | | (b) Funding for the administrative and operational expenses |
---|
85 | 85 | | of the commission shall be provided by appropriation to the agency. |
---|
86 | 86 | | Sec. 29.956. RECOMMENDATIONS. (a) The commission shall |
---|
87 | 87 | | develop recommendations under this subchapter to address issues |
---|
88 | 88 | | related to workforce development and the future of the state's |
---|
89 | 89 | | workforce, including: |
---|
90 | 90 | | (1) strengthening and supporting industry-led |
---|
91 | 91 | | public-private partnerships that connect people with careers and |
---|
92 | 92 | | match employers with skilled talent; |
---|
93 | 93 | | (2) improving regional coordination and alignment |
---|
94 | 94 | | between industry, the public workforce system, public schools, |
---|
95 | 95 | | higher education institutions, and community-based organizations |
---|
96 | 96 | | to create college and career pathways that lead to good jobs; |
---|
97 | 97 | | (3) attracting, educating, developing, and placing |
---|
98 | 98 | | workers in high-demand industry sectors; |
---|
99 | 99 | | (4) addressing the current and future skills gap |
---|
100 | 100 | | across the state economy and identifying statewide initiatives to |
---|
101 | 101 | | enhance cross-sector collaboration, communication, and alignment; |
---|
102 | 102 | | (5) identifying incentives to encourage cooperation |
---|
103 | 103 | | between sectors that fosters innovative approaches to meet the |
---|
104 | 104 | | current and future workforce demands; |
---|
105 | 105 | | (6) increasing the number of work-based learning |
---|
106 | 106 | | opportunities in this state and the availability of those |
---|
107 | 107 | | opportunities, including for persons experiencing barriers to |
---|
108 | 108 | | employment and who are historically underrepresented in |
---|
109 | 109 | | high-growth, high-wage industries, including in small and midsize |
---|
110 | 110 | | companies; |
---|
111 | 111 | | (7) developing a comprehensive plan for phasing in, |
---|
112 | 112 | | beginning with the 2023-2024 school year, an expansion of the adult |
---|
113 | 113 | | high school diploma and industry certification charter school |
---|
114 | 114 | | program under Section 29.259 as a strategy for meeting industry |
---|
115 | 115 | | needs for a sufficiently trained workforce within this state; and |
---|
116 | 116 | | (8) recommending statutory changes to the laws |
---|
117 | 117 | | governing the public workforce system, public education, and higher |
---|
118 | 118 | | education to enhance career path options and ensure long-term |
---|
119 | 119 | | collaboration with industry. |
---|
120 | 120 | | (b) The commission shall establish one or more work groups |
---|
121 | 121 | | composed of not more than five members of the commission to study, |
---|
122 | 122 | | discuss, and address specific policy issues and recommendations to |
---|
123 | 123 | | refer to the commission for consideration. In establishing a work |
---|
124 | 124 | | group under this subsection, the commission shall ensure that the |
---|
125 | 125 | | membership of the work group includes at least two representatives |
---|
126 | 126 | | from the business community. |
---|
127 | 127 | | Sec. 29.957. REPORT. Not later than December 31, 2022, the |
---|
128 | 128 | | commission shall prepare and deliver a report to the governor and |
---|
129 | 129 | | the legislature that includes recommendations for statutory and |
---|
130 | 130 | | regulatory changes to enhance workforce development and |
---|
131 | 131 | | coordination and alignment between industry, public education, and |
---|
132 | 132 | | higher education, including any adjustments to college and career |
---|
133 | 133 | | pathway programs. |
---|
134 | 134 | | Sec. 29.958. PUBLIC MEETINGS AND PUBLIC INFORMATION. (a) |
---|
135 | 135 | | The commission may hold public meetings as needed to fulfill the |
---|
136 | 136 | | commission's duties under this subchapter. |
---|
137 | 137 | | (b) The commission is subject to Chapters 551 and 552, |
---|
138 | 138 | | Government Code. |
---|
139 | 139 | | Sec. 29.959. COMMISSION ABOLISHED; EXPIRATION OF |
---|
140 | 140 | | SUBCHAPTER. The commission is abolished and this subchapter |
---|
141 | 141 | | expires January 12, 2023. |
---|
142 | 142 | | SECTION 2. This Act takes effect September 1, 2021. |
