44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to state agency information technology and data services
77 modernization plans.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. (a) Not later than October 1, 2022, each state
1010 agency in the executive and legislative branches of state
1111 government, using money appropriated to the agency by this state,
1212 shall prepare a 5-year agencywide plan outlining the manner in
1313 which the agency intends to transition its information technology
1414 and data-related services and capabilities into a more modern,
1515 integrated, secure, and effective technological environment.
1616 (b) The plan must:
1717 (1) describe the agency's project management
1818 processes;
1919 (2) identify the resources required to implement the
2020 plan;
2121 (3) define the desired outcomes of the plan;
2222 (4) quantify current and planned investments in cloud
2323 applications and infrastructure;
2424 (5) include:
2525 (A) legacy system modernization or replacement;
2626 (B) modernization achievements and capabilities
2727 offered through the Department of Information resources data center
2828 services program;
2929 (C) an evaluation of the fully integrated
3030 commercial applications service options available to the agency to
3131 meet modernization needs;
3232 (D) a description of plans to integrate cloud
3333 application and infrastructure services into the overall
3434 architecture of the agency;
3535 (E) an analysis of the technical and data
3636 architecture necessary for the agency to provide enhanced data
3737 analytics, reporting, and performance management; and
3838 (F) identify efforts to improve the citizen
3939 interaction, process efficiencies, and agency operations through
4040 modernization; and
4141 (5) describe the agency's approach to creating an
4242 automated, interoperable, agencywide data analytics and
4343 performance management system that transforms data into meaningful
4444 information to support data-driven decision making, quality
4545 improvement initiatives, efficient service delivery, and effective
4646 regulation and oversight of programs administered by the agency.
4747 (c) Each state agency shall coordinate with the Department
4848 of Information Resources to implement this section.
4949 (d) Each agency shall submit the plan to the:
5050 (1) governor;
5151 (2) lieutenant governor;
5252 (3) speaker of the house of representatives;
5353 (4) Department of Information Resources;
5454 (5) Sunset Advisory Commission; and
5555 (6) standing committees of the senate and house of
5656 representatives with primary jurisdiction over state agency
5757 information technology.
5858 SECTION 2. This Act takes effect immediately if it receives
5959 a vote of two-thirds of all the members elected to each house, as
6060 provided by Section 39, Article III, Texas Constitution. If this
6161 Act does not receive the vote necessary for immediate effect, this
6262 Act takes effect September 1, 2021.
