6 | 6 | | relating to state agency information technology and data services |
---|
7 | 7 | | modernization plans. |
---|
8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 9 | | SECTION 1. (a) Not later than October 1, 2022, each state |
---|
10 | 10 | | agency in the executive and legislative branches of state |
---|
11 | 11 | | government, using money appropriated to the agency by this state, |
---|
12 | 12 | | shall prepare a 5-year agencywide plan outlining the manner in |
---|
13 | 13 | | which the agency intends to transition its information technology |
---|
14 | 14 | | and data-related services and capabilities into a more modern, |
---|
15 | 15 | | integrated, secure, and effective technological environment. |
---|
16 | 16 | | (b) The plan must: |
---|
17 | 17 | | (1) describe the agency's project management |
---|
18 | 18 | | processes; |
---|
19 | 19 | | (2) identify the resources required to implement the |
---|
20 | 20 | | plan; |
---|
21 | 21 | | (3) define the desired outcomes of the plan; |
---|
22 | 22 | | (4) quantify current and planned investments in cloud |
---|
23 | 23 | | applications and infrastructure; |
---|
24 | 24 | | (5) include: |
---|
25 | 25 | | (A) legacy system modernization or replacement; |
---|
26 | 26 | | (B) modernization achievements and capabilities |
---|
27 | 27 | | offered through the Department of Information resources data center |
---|
28 | 28 | | services program; |
---|
29 | 29 | | (C) an evaluation of the fully integrated |
---|
30 | 30 | | commercial applications service options available to the agency to |
---|
31 | 31 | | meet modernization needs; |
---|
32 | 32 | | (D) a description of plans to integrate cloud |
---|
33 | 33 | | application and infrastructure services into the overall |
---|
34 | 34 | | architecture of the agency; |
---|
35 | 35 | | (E) an analysis of the technical and data |
---|
36 | 36 | | architecture necessary for the agency to provide enhanced data |
---|
37 | 37 | | analytics, reporting, and performance management; and |
---|
38 | 38 | | (F) identify efforts to improve the citizen |
---|
39 | 39 | | interaction, process efficiencies, and agency operations through |
---|
40 | 40 | | modernization; and |
---|
41 | 41 | | (5) describe the agency's approach to creating an |
---|
42 | 42 | | automated, interoperable, agencywide data analytics and |
---|
43 | 43 | | performance management system that transforms data into meaningful |
---|
44 | 44 | | information to support data-driven decision making, quality |
---|
45 | 45 | | improvement initiatives, efficient service delivery, and effective |
---|
46 | 46 | | regulation and oversight of programs administered by the agency. |
---|
47 | 47 | | (c) Each state agency shall coordinate with the Department |
---|
48 | 48 | | of Information Resources to implement this section. |
---|
49 | 49 | | (d) Each agency shall submit the plan to the: |
---|
50 | 50 | | (1) governor; |
---|
51 | 51 | | (2) lieutenant governor; |
---|
52 | 52 | | (3) speaker of the house of representatives; |
---|
53 | 53 | | (4) Department of Information Resources; |
---|
54 | 54 | | (5) Sunset Advisory Commission; and |
---|
55 | 55 | | (6) standing committees of the senate and house of |
---|
56 | 56 | | representatives with primary jurisdiction over state agency |
---|
57 | 57 | | information technology. |
---|
58 | 58 | | SECTION 2. This Act takes effect immediately if it receives |
---|
59 | 59 | | a vote of two-thirds of all the members elected to each house, as |
---|
60 | 60 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
61 | 61 | | Act does not receive the vote necessary for immediate effect, this |
---|
62 | 62 | | Act takes effect September 1, 2021. |
