66 AN ACT
77 relating to Texas Department of Transportation and regional
88 mobility authority comprehensive development agreements for
99 projects in Cameron, Hidalgo, and Jim Hogg Counties.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter E, Chapter 223, Transportation Code,
1212 is amended by adding Section 223.2014 to read as follows:
1313 Sec. 223.2014. ADDITIONAL COMPREHENSIVE DEVELOPMENT
1414 AGREEMENTS IN CAMERON, HIDALGO, AND JIM HOGG COUNTIES. (a)
1515 Notwithstanding Section 223.201, the department may enter into a
1616 comprehensive development agreement for a project listed under
1717 Section 370.3051.
1818 (b) This section expires August 31, 2023.
1919 SECTION 2. Subchapter G, Chapter 370, Transportation Code,
2020 is amended by adding Section 370.3051 to read as follows:
2121 Sec. 370.3051. AUTHORIZED PROJECTS FOR COMPREHENSIVE
2222 DEVELOPMENT AGREEMENTS IN CAMERON, HIDALGO, AND JIM HOGG COUNTIES;
2323 EXPIRATION. (a) A regional mobility authority may enter into a
2424 comprehensive development agreement for:
2525 (1) the South Padre Island Second Access Causeway
2626 project from State Highway 100 to Park Road 100;
2727 (2) the Hidalgo County Loop system;
2828 (3) the International Bridge Trade Corridor project in
2929 Hidalgo County;
3030 (4) the Outer Parkway project in Cameron County from
3131 U.S. Highway 77 to Farm-to-Market Road 1847;
3232 (5) the Farm-to-Market 1925 project in Cameron and
3333 Hidalgo Counties;
3434 (6) the Madero International Bridge project,
3535 including the associated rail project, located in Hidalgo and Jim
3636 Hogg Counties; and
3737 (7) the State Highway 68 project in Hidalgo County.
3838 (b) This section expires August 31, 2023.
3939 SECTION 3. This Act takes effect immediately if it receives
4040 a vote of two-thirds of all the members elected to each house, as
4141 provided by Section 39, Article III, Texas Constitution. If this
4242 Act does not receive the vote necessary for immediate effect, this
4343 Act takes effect September 1, 2021.
