| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter E, Chapter 223, Transportation Code, |
|---|
| 12 | 12 | | is amended by adding Section 223.2014 to read as follows: |
|---|
| 13 | 13 | | Sec. 223.2014. ADDITIONAL COMPREHENSIVE DEVELOPMENT |
|---|
| 14 | 14 | | AGREEMENTS IN CAMERON, HIDALGO, AND JIM HOGG COUNTIES. (a) |
|---|
| 15 | 15 | | Notwithstanding Section 223.201, the department may enter into a |
|---|
| 16 | 16 | | comprehensive development agreement for a project listed under |
|---|
| 17 | 17 | | Section 370.3051. |
|---|
| 18 | 18 | | (b) This section expires August 31, 2023. |

| 19 | 19 | | SECTION 2. Subchapter G, Chapter 370, Transportation Code, |
|---|
| 20 | 20 | | is amended by adding Section 370.3051 to read as follows: |

| 21 | 21 | | Sec. 370.3051. AUTHORIZED PROJECTS FOR COMPREHENSIVE |
|---|
| 22 | 22 | | DEVELOPMENT AGREEMENTS IN CAMERON, HIDALGO, AND JIM HOGG COUNTIES; |
|---|
| 23 | 23 | | EXPIRATION. (a) A regional mobility authority may enter into a |
|---|
| 24 | 24 | | comprehensive development agreement for: |
|---|
| 25 | 25 | | (1) the South Padre Island Second Access Causeway |
|---|
| 26 | 26 | | project from State Highway 100 to Park Road 100; |
|---|
| 27 | 27 | | (2) the Hidalgo County Loop system; |
|---|
| 28 | 28 | | (3) the International Bridge Trade Corridor project in |
|---|
| 29 | 29 | | Hidalgo County; |
|---|
| 30 | 30 | | (4) the Outer Parkway project in Cameron County from |
|---|
| 31 | 31 | | U.S. Highway 77 to Farm-to-Market Road 1847; |
|---|
| 32 | 32 | | (5) the Farm-to-Market 1925 project in Cameron and |
|---|
| 33 | 33 | | Hidalgo Counties; |
|---|
| 34 | 34 | | (6) the Madero International Bridge project, |
|---|
| 35 | 35 | | including the associated rail project, located in Hidalgo and Jim |
|---|
| 36 | 36 | | Hogg Counties; and |
|---|
| 37 | 37 | | (7) the State Highway 68 project in Hidalgo County. |
|---|
| 38 | 38 | | (b) This section expires August 31, 2023. |
|---|
| 39 | 39 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 40 | 40 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 41 | 41 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 42 | 42 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 43 | 43 | | Act takes effect September 1, 2021. |
