44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to the awarding of grants to initiate, expand, maintain,
77 and improve emergency medical services and to support medical
88 systems and facilities that provide trauma care.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 3. Section 773.119(b), Health and Safety Code, is
1111 amended as follows:
1212 (b) The executive commissioner by rule shall establish
1313 eligibility criteria for awarding the grants. The rules must
1414 require the department to consider:
1515 (1) the need of an area for the provision of emergency
1616 medical services or trauma care and the extent to which the grant
1717 would meet the identified need;
1818 (2) the availability of personnel and training
1919 programs;
2020 (3) the availability of other funding sources;
2121 (4) the assurance of providing quality services;
2222 (5) the use or acquisition of helicopters for emergency
2323 medical evacuation; [and]
2424 (6) the development or existence of an emergency
2525 medical services system; and
2626 (7) the development of a centralized system for the
2727 dispatch, triage, transport, and transfer of patients, including
2828 the use or acquisition of technology, to ensure coordinated patient
2929 transports and transfers, the efficient utilization of trauma care
3030 and emergency medical services.
3131 SECTION 2. This Act takes effect immediately if it receives a
3232 vote of two-thirds of all members elected to each house, as provided
3333 by Section 39, Article III, Texas Constitution. If this Act does not
3434 receive the vote necessary for immediate effect, this Act takes
3535 effect September 1, 2021.
