| 7 | 7 | | relating to a study by the Texas Department of Transportation on |
|---|
| 8 | 8 | | future transportation needs for the year 2045. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 10 | 10 | | SECTION 1. DEFINITION. In this Act, "department" means the |
|---|
| 11 | 11 | | Texas Department of Transportation. |
|---|
| 12 | 12 | | SECTION 2. STUDY. (a) The department, in consultation with |
|---|
| 13 | 13 | | the Texas A&M Transportation Institute, shall conduct a study on |
|---|
| 14 | 14 | | the state's projected transportation needs, costs, and the |
|---|
| 15 | 15 | | resulting benefits of meeting those needs for the year 2045. |
|---|
| 16 | 16 | | (b) The study must: |
|---|
| 17 | 17 | | (1) use models from the state's metropolitan planning |
|---|
| 18 | 18 | | organizations and rural planning efforts to capture regional and |
|---|
| 19 | 19 | | local transportation needs; |
|---|
| 20 | 20 | | (2) incorporate current, high quality vehicle-based |
|---|
| 21 | 21 | | data sources to analyze changing travel patterns and behaviors; |
|---|
| 22 | 22 | | (3) develop a forecast for alternative levels of |
|---|
| 23 | 23 | | mobility and infrastructure performance for: |
|---|
| 24 | 24 | | (A) highway maintenance; |
|---|
| 25 | 25 | | (B) urban mobility; and |
|---|
| 26 | 26 | | (C) rural connectivity; |
|---|
| 27 | 27 | | (4) develop a range of future state transportation |
|---|
| 28 | 28 | | performance and infrastructure condition goals for the period |
|---|
| 29 | 29 | | covered by the study; |
|---|
| 30 | 30 | | (5) develop and evaluate potential scenarios to |
|---|
| 31 | 31 | | account for: |
|---|
| 32 | 32 | | (A) innovations in vehicle technologies; |
|---|
| 33 | 33 | | (B) changes in travel behavior; |
|---|
| 34 | 34 | | (C) changes in workplace policies; and |
|---|
| 35 | 35 | | (D) strategies for innovative project design and |
|---|
| 36 | 36 | | development; |
|---|
| 37 | 37 | | (6) evaluate current funding levels and dedicated |
|---|
| 38 | 38 | | funding streams, including anticipated funds transferred to the |
|---|
| 39 | 39 | | state highway fund under Section 49-g, Article III, Texas |
|---|
| 40 | 40 | | Constitution, or deposited to that fund under Section 7-c, Article |
|---|
| 41 | 41 | | VIII, Texas Constitution, to quantify the gap between likely |
|---|
| 42 | 42 | | funding and the amount required to meet a range of performance |
|---|
| 43 | 43 | | conditions; |
|---|
| 44 | 44 | | (7) identify strategies and funding options to fill |
|---|
| 45 | 45 | | any gaps in transportation needs; and |
|---|
| 46 | 46 | | (8) overlay information in the 2030 Committee's 2011 |
|---|
| 47 | 47 | | report analysis for the period from 2010 to 2035 to compare the |
|---|
| 48 | 48 | | funding landscape and performance expectations in 2011 with the |
|---|
| 49 | 49 | | current outlook. |
|---|
| 50 | 50 | | SECTION 3. COMMITTEE. The Texas Transportation Commission |
|---|
| 51 | 51 | | shall appoint a committee composed of experienced and respected |
|---|
| 52 | 52 | | business and community leaders in this state to provide guidance |
|---|
| 53 | 53 | | and direction to the department and the Texas A&M Transportation |
|---|
| 54 | 54 | | Institute for purposes of conducting the study required by this |
|---|
| 55 | 55 | | Act. |
|---|
| 56 | 56 | | SECTION 4. REPORT TO LEGISLATURE. Not later than December |
|---|
| 57 | 57 | | 1, 2022, the Texas Department of Transportation shall submit a |
|---|
| 58 | 58 | | report to the legislature that includes the results of the study |
|---|
| 59 | 59 | | conducted under this Act and any associated recommendations. |
|---|
| 60 | 60 | | SECTION 5. EXPIRATION. This Act expires January 1, 2023. |
|---|
| 61 | 61 | | SECTION 6. EFFECTIVE DATE. This Act takes effect |
|---|
| 62 | 62 | | immediately if it receives a vote of two-thirds of all the members |
|---|
| 63 | 63 | | elected to each house, as provided by Section 39, Article III, Texas |
|---|
| 64 | 64 | | Constitution. If this Act does not receive the vote necessary for |
|---|
| 65 | 65 | | immediate effect, this Act takes effect September 1, 2021. |
