55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study by the Texas Department of Transportation on
88 future transportation needs for the year 2045.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. DEFINITION. In this Act, "department" means the
1111 Texas Department of Transportation.
1212 SECTION 2. STUDY. (a) The department, in consultation with
1313 the Texas A&M Transportation Institute, shall conduct a study on
1414 the state's projected transportation needs, costs, and the
1515 resulting benefits of meeting those needs for the year 2045.
1616 (b) The study must:
1717 (1) use models from the state's metropolitan planning
1818 organizations and rural planning efforts to capture regional and
1919 local transportation needs;
2020 (2) incorporate current, high quality vehicle-based
2121 data sources to analyze changing travel patterns and behaviors;
2222 (3) develop a forecast for alternative levels of
2323 mobility and infrastructure performance for:
2424 (A) highway maintenance;
2525 (B) urban mobility; and
2626 (C) rural connectivity;
2727 (4) develop a range of future state transportation
2828 performance and infrastructure condition goals for the period
2929 covered by the study;
3030 (5) develop and evaluate potential scenarios to
3131 account for:
3232 (A) innovations in vehicle technologies;
3333 (B) changes in travel behavior;
3434 (C) changes in workplace policies; and
3535 (D) strategies for innovative project design and
3636 development;
3737 (6) evaluate current funding levels and dedicated
3838 funding streams, including anticipated funds transferred to the
3939 state highway fund under Section 49-g, Article III, Texas
4040 Constitution, or deposited to that fund under Section 7-c, Article
4141 VIII, Texas Constitution, to quantify the gap between likely
4242 funding and the amount required to meet a range of performance
4343 conditions;
4444 (7) identify strategies and funding options to fill
4545 any gaps in transportation needs; and
4646 (8) overlay information in the 2030 Committee's 2011
4747 report analysis for the period from 2010 to 2035 to compare the
4848 funding landscape and performance expectations in 2011 with the
4949 current outlook.
5050 SECTION 3. COMMITTEE. The Texas Transportation Commission
5151 shall appoint a committee composed of experienced and respected
5252 business and community leaders in this state to provide guidance
5353 and direction to the department and the Texas A&M Transportation
5454 Institute for purposes of conducting the study required by this
5555 Act.
5656 SECTION 4. REPORT TO LEGISLATURE. Not later than December
5757 1, 2022, the Texas Department of Transportation shall submit a
5858 report to the legislature that includes the results of the study
5959 conducted under this Act and any associated recommendations.
6060 SECTION 5. EXPIRATION. This Act expires January 1, 2023.
6161 SECTION 6. EFFECTIVE DATE. This Act takes effect
6262 immediately if it receives a vote of two-thirds of all the members
6363 elected to each house, as provided by Section 39, Article III, Texas
6464 Constitution. If this Act does not receive the vote necessary for
6565 immediate effect, this Act takes effect September 1, 2021.
