| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter A, Chapter 130, Education Code, is |
|---|
| 11 | 11 | | amended by adding Section 130.0045 to read as follows: |
|---|
| 12 | 12 | | Sec. 130.0045. EXPANSION OF ODESSA COLLEGE DISTRICT. (a) |
|---|
| 13 | 13 | | The governing board of the Odessa College District shall annex the |
|---|
| 14 | 14 | | territory of Reeves County to the Odessa College District. |
|---|
| 15 | 15 | | (b) The annexation order shall define by legal boundary |
|---|
| 16 | 16 | | description the territory of the expanded junior college district |
|---|
| 17 | 17 | | and shall be recorded in the minutes of the governing board. The |
|---|
| 18 | 18 | | annexation takes effect on the next January 1 after the date the |
|---|
| 19 | 19 | | order is adopted. |
|---|
| 20 | 20 | | (c) The Odessa College District may levy taxes at the rate |
|---|
| 21 | 21 | | established in accordance with law for the district as expanded as |
|---|
| 22 | 22 | | authorized by Section 3-b, Article VII, Texas Constitution, and is |
|---|
| 23 | 23 | | not required to conduct an election for the purpose of imposing the |
|---|
| 24 | 24 | | district's taxes in the added territory. |
|---|
| 25 | 25 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 26 | 26 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 27 | 27 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 28 | 28 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 29 | 29 | | Act takes effect September 1, 2021. |
