55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a comprehensive plan for increasing and improving the
88 workforce in this state to serve persons with mental health and
99 substance use issues.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter B, Chapter 531, Government Code, is
1212 amended by adding Section 531.02254 to read as follows:
1313 Sec. 531.02254. COMPREHENSIVE WORKFORCE PLAN FOR MENTAL
1414 HEALTH AND SUBSTANCE USE. (a) The statewide behavioral health
1515 coordinating council established under Subchapter M-1, under the
1616 direction of the commission, shall develop and the commission shall
1717 implement a comprehensive plan to increase and improve the
1818 workforce in this state to serve persons with mental health and
1919 substance use issues. In developing the plan, the council shall
2020 analyze and consider available studies, reports, and
2121 recommendations regarding that segment of the workforce in this
2222 state or elsewhere.
2323 (b) The plan must include:
2424 (1) a strategy and timeline for implementing the plan,
2525 including short-term, medium-term, and long-term goals;
2626 (2) a system for monitoring the implementation of the
2727 plan; and
2828 (3) a method for evaluating the outcomes of the plan.
2929 SECTION 2. Not later than September 1, 2022, the statewide
3030 behavioral health coordinating council shall develop and the Health
3131 and Human Services Commission shall begin implementing the plan
3232 required under Section 531.02254, Government Code, as added by this
3333 Act.
3434 SECTION 3. The statewide behavioral health coordinating
3535 council and the Health and Human Services Commission are required
3636 to implement a provision of this Act only if the legislature
3737 appropriates money to the commission specifically for that purpose.
3838 If the legislature does not appropriate money specifically for that
3939 purpose, the council and the commission may, but are not required
4040 to, implement the provision using other appropriations made to the
4141 commission that are available for that purpose.
4242 SECTION 4. This Act takes effect September 1, 2021.
