9 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 12 | | SECTION 1. Section 51.402(b), Education Code, is amended to |
---|
11 | 13 | | read as follows: |
---|
12 | 14 | | (b) The governing board of each institution of higher |
---|
13 | 15 | | education in the state shall adopt rules and regulations concerning |
---|
14 | 16 | | faculty academic workloads. In adopting rules under this |
---|
15 | 17 | | subsection, each institution shall recognize that classroom |
---|
16 | 18 | | teaching, basic and applied research, and professional development |
---|
17 | 19 | | are important elements of faculty academic workloads by giving |
---|
18 | 20 | | appropriate weight to each activity when determining the standards |
---|
19 | 21 | | for faculty academic workload. An institution may give the same or |
---|
20 | 22 | | different weight to each activity and to other activities |
---|
21 | 23 | | recognized by the institution as important elements of faculty |
---|
22 | 24 | | academic workloads. [The established rules and regulations of each |
---|
23 | 25 | | institution shall be included in the operating budgets of each |
---|
24 | 26 | | institution.] |
---|
25 | 27 | | SECTION 2. Subchapter B, Chapter 61, Education Code, is |
---|
26 | 28 | | amended by adding Section 61.0341 to read as follows: |
---|
27 | 29 | | Sec. 61.0341. LIMITATION ON DATA COLLECTION AND REPORTING |
---|
28 | 30 | | REQUIREMENTS. (a) The legislature finds that data collection and |
---|
29 | 31 | | reporting requirements for institutions of higher education must be |
---|
30 | 32 | | limited and reduced to the extent feasible. |
---|
31 | 33 | | (b) If the commissioner of higher education determines that |
---|
32 | 34 | | the board has access to an alternative means of collecting data or |
---|
33 | 35 | | receiving information to be included in a report sufficient to |
---|
34 | 36 | | fulfill a requirement under this code, the board by rule may |
---|
35 | 37 | | eliminate the reporting requirement for that data or information. |
---|
36 | 38 | | SECTION 3. Section 659.0201(b), Government Code, is amended |
---|
37 | 39 | | to read as follows: |
---|
38 | 40 | | (b) A state agency that accepts a gift, grant, donation, or |
---|
39 | 41 | | other consideration from a person that the person designates to be |
---|
40 | 42 | | used as a salary supplement for an employee of the agency shall post |
---|
41 | 43 | | on the agency's Internet website[, in addition to the information |
---|
42 | 44 | | required by Section 659.026,] the amount of each gift, grant, |
---|
43 | 45 | | donation, or other consideration provided by the person that is |
---|
44 | 46 | | designated to be used as a salary supplement for an employee of the |
---|
45 | 47 | | agency. The agency may not post the name of the person. |
---|
46 | 48 | | SECTION 4. The following provisions are repealed: |
---|
47 | 49 | | (1) Sections 29.904 and 51.4031, Education Code; and |
---|
48 | 50 | | (2) Section 659.026, Government Code. |
---|
49 | 51 | | SECTION 5. This Act takes effect September 1, 2021. |
