44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to the approval of certain private or independent
77 institutions of higher education to participate in the tuition
88 equalization grant program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 61.222, Education Code, is amended by
1111 adding Subsection (e) to read as follows:
1212 (e) Notwithstanding any other provision of this section,
1313 the coordinating board may not approve an institution under this
1414 section unless, for the preceding academic year:
1515 (1) provided there is another eligible institution in
1616 the county and if:
1717 (i) the institution's average graduation
1818 rate for students graduating within six years of their initial
1919 enrollment at the institution is equal to or greater than the
2020 average six-year graduation rate of institutions of higher
2121 education and private or independent institutions of higher
2222 education as determined by the coordinating board; or
2323 (ii) the average amount of student loan
2424 debt at graduation from an undergraduate program at the institution
2525 is equal to or less than the average amount of student loan debt at
2626 graduation from undergraduate programs at institutions of higher
2727 education and private or independent institutions of higher
2828 education as determined by the coordinating board.
2929 SECTION 2. This Act takes effect immediately if it receives
3030 a vote of two-thirds of all the members elected to each house, as
3131 provided by Section 39, Article III, Texas Constitution. If this
3232 Act does not receive the vote necessary for immediate effect, this
3333 Act takes effect September 1, 2021.
