| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Chapter 623, Transportation Code, is amended by |
|---|
| 11 | 11 | | adding Subchapter W to read as follows: |
|---|
| 12 | 12 | | SUBCHAPTER W. VEHICLES TRANSPORTING UNITED STATES STEEL PRODUCTS |
|---|
| 13 | 13 | | Sec. 623.451. ISSUANCE OF PERMIT. (a) The department may |
|---|
| 14 | 14 | | issue permits for the movement of oversize or overweight vehicles |
|---|
| 15 | 15 | | transporting steel products made in the United States in Dallas, |
|---|
| 16 | 16 | | Ellis, and Johnson Counties on: |
|---|
| 17 | 17 | | (1) the following roadways: |
|---|
| 18 | 18 | | (A) Miller Road in Midlothian from the |
|---|
| 19 | 19 | | intersection of Miller Road and Challenger to the intersection of |
|---|
| 20 | 20 | | Miller Road and U.S. Highway 67; |
|---|
| 21 | 21 | | (B) the most direct route from the intersection |
|---|
| 22 | 22 | | of U.S. Highway 67 and County Road 607 in Alvarado to the |
|---|
| 23 | 23 | | intersection of U.S. Highway 67 and U.S. Highway 287 using U.S. |
|---|
| 24 | 24 | | Highway 67 Business, and U.S. Highway 67; |
|---|
| 25 | 25 | | (C) Ward Road in Midlothian; |
|---|
| 26 | 26 | | (D) Edgefield Way in Cedar Hill; |
|---|
| 27 | 27 | | (E) the most direct route from Edgefield Way in |
|---|
| 28 | 28 | | Cedar Hill to the intersection of U.S. Highway 67 and U.S. Highway |

| 29 | 29 | | 287 using U.S. Highway 67; |

| 35 | 35 | | (b) The gross weight of a vehicle operating under a permit |
|---|
| 36 | 36 | | issued under this subchapter may not exceed 96,000 pounds. |

| 37 | 37 | | Sec. 623.452. PERMIT FEES. (a) The department may collect |
|---|
| 38 | 38 | | a fee for permits issued under this subchapter. |
|---|
| 39 | 39 | | (b) Fees collected under Subsection (a) shall be deposited |
|---|
| 40 | 40 | | in the state highway fund and may be used only for the operation and |
|---|
| 41 | 41 | | maintenance of the roadways described by or designated under |
|---|
| 42 | 42 | | Section 623.451. |
|---|
| 43 | 43 | | Sec. 623.453. TIME OF MOVEMENT. A permit issued under this |
|---|
| 44 | 44 | | subchapter must specify the time during which movement authorized |
|---|
| 45 | 45 | | by the permit is allowed. |
|---|
| 46 | 46 | | Sec. 623.454. SPEED LIMIT. Movement authorized by a permit |
|---|
| 47 | 47 | | issued under this subchapter may not exceed the posted speed limit |
|---|
| 48 | 48 | | or 55 miles per hour, whichever is less. A violation of this |
|---|
| 49 | 49 | | provision constitutes a moving violation. |
|---|
| 50 | 50 | | Sec. 623.455. RULES. The department shall adopt rules |
|---|
| 51 | 51 | | necessary to implement this subchapter, including rules governing |
|---|
| 52 | 52 | | the application for a permit under this subchapter. |
|---|
| 53 | 53 | | SECTION 2. This Act takes effect September 1, 2021. |
