| 8 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 11 | | SECTION 1. Section 15.008, Water Code, is amended to read as |
|---|
| 10 | 12 | | follows: |
|---|
| 11 | 13 | | Sec. 15.008. GRANT STANDARDS. The law regarding uniform |
|---|
| 12 | 14 | | grant [grants] and contract management, Chapter 783, Government |
|---|
| 13 | 15 | | Code, does not apply to a contract under Subchapter F, H, I, K, or P, |
|---|
| 14 | 16 | | or to a contract relating to an economically distressed area or |
|---|
| 15 | 17 | | nonborder colonia under Subchapter C. |
|---|
| 16 | 18 | | SECTION 2. Section 16.458, Water Code, is amended to read as |
|---|
| 17 | 19 | | follows: |
|---|
| 18 | 20 | | Sec. 16.458. APPLICABLE LAW. (a) Subchapter E, Chapter 17, |
|---|
| 19 | 21 | | applies to financial assistance made available from the resiliency |
|---|
| 20 | 22 | | fund, except that the board may execute contracts as necessary to |
|---|
| 21 | 23 | | evidence grant agreements. |
|---|
| 22 | 24 | | (b) The law regarding uniform grant and contract |
|---|
| 23 | 25 | | management, Chapter 783, Government Code, does not apply to a |
|---|
| 24 | 26 | | contract for financial assistance made available from the |
|---|
| 25 | 27 | | resiliency fund. |
|---|
| 26 | 28 | | SECTION 3. Subchapter J, Chapter 17, Water Code, is amended |
|---|
| 27 | 29 | | by adding Section 17.913 to read as follows: |
|---|
| 28 | 30 | | Sec. 17.913. GRANT STANDARDS. The law regarding uniform |
|---|
| 29 | 31 | | grant and contract management, Chapter 783, Government Code, does |
|---|
| 30 | 32 | | not apply to a contract under this subchapter. |
|---|
| 31 | 33 | | SECTION 4. The changes in law made by this Act apply only to |
|---|
| 32 | 34 | | a contract entered into on or after the effective date of this Act. |
|---|
| 33 | 35 | | A contract entered into before the effective date of this Act is |
|---|
| 34 | 36 | | governed by the law in effect immediately before the effective date |
|---|
| 35 | 37 | | of this Act, and that law is continued in effect for that purpose. |
|---|
| 36 | 38 | | SECTION 5. This Act takes effect September 1, 2021. |
