| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Sec. 33.083, Education Code, is amended to read |
|---|
| 10 | 10 | | as follows:(a) The rules and procedures of an organization |
|---|
| 11 | 11 | | sanctioning or conducting interscholastic competition, including |
|---|
| 12 | 12 | | rules providing penalties for rules violations by school district |
|---|
| 13 | 13 | | personnel, must be consistent with State Board of Education rules. |
|---|
| 14 | 14 | | (b) The University Interscholastic League is a part of The |
|---|
| 15 | 15 | | University of Texas at Austin and must submit its rules and |
|---|
| 16 | 16 | | procedures to the commissioner for approval or disapproval. The |
|---|
| 17 | 17 | | funds belonging to the University Interscholastic League shall be |
|---|
| 18 | 18 | | deposited with The University of Texas at Austin for the benefit of |
|---|
| 19 | 19 | | the league and shall be subject to audits by The University of Texas |
|---|
| 20 | 20 | | at Austin, The University of Texas System, and the state auditor. |
|---|
| 21 | 21 | | Copies of annual audits shall be furnished, on request, to members |
|---|
| 22 | 22 | | of the legislature. |
|---|
| 23 | 23 | | (b-1) The University Interscholastic League shall not have |
|---|
| 24 | 24 | | jurisdiction, or make any rules pertaining to the physical |
|---|
| 25 | 25 | | buildings owned by the School Districts in which sanctioned |
|---|
| 26 | 26 | | activities of the University Interscholastic League are held. |
|---|
| 27 | 27 | | (c) The State Board of Education may seek an injunction to |
|---|
| 28 | 28 | | enforce this section. |
|---|
| 29 | 29 | | (d) The University Interscholastic League shall file |
|---|
| 30 | 30 | | annually with the governor and the presiding officer of each house |
|---|
| 31 | 31 | | of the legislature a complete and detailed written report |
|---|
| 32 | 32 | | accounting for all funds received and disbursed by the University |
|---|
| 33 | 33 | | Interscholastic League during the preceding fiscal year. The form |
|---|
| 34 | 34 | | of the annual report and the reporting time are as provided by the |
|---|
| 35 | 35 | | General Appropriations Act. |

| 36 | 36 | | SECTION 2: This Act takes effect September 1, 2021 |
