                    LEGISLATIVE BUDGET BOARD     Austin, Texas       FISCAL NOTE, 87TH LEGISLATIVE REGULAR SESSION             April 20, 2021       TO: Honorable Robert Nichols, Chair, Senate Committee on Transportation     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB2012 by Taylor (Relating to the offense of operating certain vehicles without a license plate.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would amend Transportation Code 504.943, relating to the offense of operation of a vehicle without a license plate, to include provisions for motor vehicles equipped by the manufacturer with not more than one area to display a license plate. The changes in law established by the bill would apply only to an offense committed on or after the effective date of the bill. The bill would take effect on September 1, 2021. The Texas Department of Motor Vehicles indicates that implementation of the bill would not result in significant fiscal implications to the agency or the State.  Local Government ImpactNo significant fiscal implication to units of local government is anticipated. An offense under the provisions of the bill would be a misdemeanor punishable by a fine not to exceed $200. Revenue gain from fines imposed and collected is not anticipated to have a significant fiscal implication.
