13 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

14 | 10 | | SECTION 1. Section 162.001, Education Code, is amended by |
---|
15 | 11 | | adding Subdivision (3) to read as follows: |
---|
16 | 12 | | (3) "State Advisory Council" means the State Advisory |
---|
17 | 13 | | Council on Educational Opportunity for Military Children |
---|
18 | 14 | | established under Section 162.006. |
---|
19 | 15 | | SECTION 2. Chapter 162, Education Code, is amended by |
---|
20 | 16 | | adding Section 162.006 to read as follows: |
---|
21 | 17 | | Sec. 162.006. STATE ADVISORY COUNCIL AND COORDINATION. (a) |
---|
22 | 18 | | The compact commissioner, in coordination with the Texas Education |
---|
23 | 19 | | Agency, shall establish the State Advisory Council on Educational |
---|
24 | 20 | | Opportunity for Military Children to provide for coordination among |
---|
25 | 21 | | state agencies, school districts, and military installations |
---|
26 | 22 | | concerning the state's participation in and compliance with the |
---|
27 | 23 | | compact and compact activities, as required by Article VIII of the |
---|
28 | 24 | | compact. |
---|
29 | 25 | | (b) The State Advisory Council consists of: |
---|
30 | 26 | | (1) the commissioner of education or the |
---|
31 | 27 | | commissioner's designee; |
---|
32 | 28 | | (2) a superintendent of a school district with a high |
---|
33 | 29 | | concentration of military children designated by the agency; |
---|
34 | 30 | | (3) the governor or the governor's designee; |
---|
35 | 31 | | (4) the chair of the senate committee on education or a |
---|
36 | 32 | | member of the senate committee on education designated by the |
---|
37 | 33 | | agency; |
---|
38 | 34 | | (5) the chair of the house of representatives |
---|
39 | 35 | | committee on public education or a member of the house of |
---|
40 | 36 | | representatives committee on public education designated by the |
---|
41 | 37 | | agency; |
---|
42 | 38 | | (6) a representative from each branch of the armed |
---|
43 | 39 | | services of the United States that maintains an installation in the |
---|
44 | 40 | | state, designated by the agency; and |
---|
45 | 41 | | (7) representatives of other offices and stakeholder |
---|
46 | 42 | | groups the agency deems appropriate. |
---|
47 | 43 | | (c) Members of the State Advisory Council may delegate |
---|
48 | 44 | | voting authority to another person for a specified meeting or |
---|
49 | 45 | | meetings. |
---|
50 | 46 | | (d) Meetings of the State Advisory Council may be conducted |
---|
51 | 47 | | face-to-face or by telephone or other means of telecommunication or |
---|
52 | 48 | | electronic communication. |
---|
53 | 49 | | (e) The State Advisory Council shall: |
---|
54 | 50 | | (1) meet at least quarterly; and |
---|
55 | 51 | | (2) provide State Advisory Council meeting dates, |
---|
56 | 52 | | agendas, minutes, end-of-year reports, and other documentation as |
---|
57 | 53 | | required to the Military Interstate Children's Compact Commission. |
---|
58 | 54 | | (f) The State Advisory Council shall perform each function |
---|
59 | 55 | | or duty required or authorized under Article VIII of the compact. |
---|
60 | 56 | | (g) The State Advisory Council shall establish policies and |
---|
61 | 57 | | procedures governing the State Advisory Council's operations. |
---|
62 | 58 | | (h) The State Advisory Council is a governmental body for |
---|
63 | 59 | | purposes of Chapter 551, Government Code. |
---|
64 | 60 | | SECTION 3. Section 162.005, Education Code, is repealed. |
---|
65 | 61 | | SECTION 4. This Act takes effect September 1, 2021. |
