55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the duties of the statewide behavioral health
88 coordinating council regarding suicide prevention, intervention,
99 and postvention policies and procedures.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 531.471, Government Code, is amended to
1212 read as follows:
1313 Sec. 531.471. DEFINITIONS [DEFINITION]. In this
1414 subchapter:
1515 (1) "Council [, "council]" means the statewide
1616 behavioral health coordinating council.
1717 (2) "Postvention" includes activities that promote
1818 healing necessary to reduce the risk of suicide by a person affected
1919 by the suicide of another.
2020 SECTION 2. Section 531.476, Government Code, is amended to
2121 read as follows:
2222 Sec. 531.476. POWERS AND DUTIES. The council:
2323 (1) shall develop and monitor the implementation of a
2424 five-year statewide behavioral health strategic plan;
2525 (2) shall develop a biennial coordinated statewide
2626 behavioral health expenditure proposal;
2727 (3) shall annually publish an updated inventory of
2828 behavioral health programs and services that are funded by the
2929 state that includes a description of how those programs and
3030 services further the purpose of the statewide behavioral health
3131 strategic plan;
3232 (4) shall examine the policies and procedures
3333 regarding suicide prevention, intervention, and postvention of
3434 each entity represented on the council to determine whether the
3535 policies and procedures are:
3636 (A) in accordance with best practices for suicide
3737 prevention, intervention, and postvention; and
3838 (B) in alignment with the policies and procedures
3939 of the other entities on the council;
4040 (5) shall establish model policies and procedures
4141 regarding suicide prevention, intervention, and postvention,
4242 ensuring that those policies and procedures:
4343 (A) include information about identifying
4444 persons at high risk for suicide;
4545 (B) support best practices for suicide
4646 prevention, intervention, and postvention;
4747 (C) align with the policies and procedures of
4848 entities represented on the council; and
4949 (D) are research-based;
5050 (6) shall require each entity represented on the
5151 council that provides suicide prevention, intervention, and
5252 postvention services to adopt the model policies and procedures
5353 established under Subdivision (5);
5454 (7) shall provide the model policies and procedures
5555 established under Subdivision (5) to each state agency that
5656 provides suicide prevention, intervention, and postvention
5757 services;
5858 (8) may create subcommittees to carry out the
5959 council's duties under this subchapter; and
6060 (9) [(5)] may facilitate opportunities to increase
6161 collaboration for the effective expenditure of available federal
6262 and state funds for behavioral and mental health services in this
6363 state.
6464 SECTION 3. This Act takes effect September 1, 2021.
