7 | 7 | | relating to the duties of the statewide behavioral health |

8 | 8 | | coordinating council regarding suicide prevention, intervention, |
---|
9 | 9 | | and postvention policies and procedures. |

10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

11 | 11 | | SECTION 1. Section 531.471, Government Code, is amended to |
---|
12 | 12 | | read as follows: |
---|
13 | 13 | | Sec. 531.471. DEFINITIONS [DEFINITION]. In this |
---|
14 | 14 | | subchapter: |
---|
15 | 15 | | (1) "Council [, "council]" means the statewide |
---|
16 | 16 | | behavioral health coordinating council. |
---|
17 | 17 | | (2) "Postvention" includes activities that promote |
---|
18 | 18 | | healing necessary to reduce the risk of suicide by a person affected |
---|
19 | 19 | | by the suicide of another. |
---|
20 | 20 | | SECTION 2. Section 531.476, Government Code, is amended to |
---|
21 | 21 | | read as follows: |
---|
22 | 22 | | Sec. 531.476. POWERS AND DUTIES. The council: |
---|
23 | 23 | | (1) shall develop and monitor the implementation of a |
---|
24 | 24 | | five-year statewide behavioral health strategic plan; |
---|
25 | 25 | | (2) shall develop a biennial coordinated statewide |
---|
26 | 26 | | behavioral health expenditure proposal; |
---|
27 | 27 | | (3) shall annually publish an updated inventory of |
---|
28 | 28 | | behavioral health programs and services that are funded by the |
---|
29 | 29 | | state that includes a description of how those programs and |
---|
30 | 30 | | services further the purpose of the statewide behavioral health |
---|
31 | 31 | | strategic plan; |
---|
32 | 32 | | (4) shall examine the policies and procedures |
---|
33 | 33 | | regarding suicide prevention, intervention, and postvention of |
---|
34 | 34 | | each entity represented on the council to determine whether the |
---|
35 | 35 | | policies and procedures are: |
---|
36 | 36 | | (A) in accordance with best practices for suicide |
---|
37 | 37 | | prevention, intervention, and postvention; and |
---|
38 | 38 | | (B) in alignment with the policies and procedures |
---|
39 | 39 | | of the other entities on the council; |
---|
40 | 40 | | (5) shall establish model policies and procedures |
---|
41 | 41 | | regarding suicide prevention, intervention, and postvention, |
---|
42 | 42 | | ensuring that those policies and procedures: |
---|
43 | 43 | | (A) include information about identifying |
---|
44 | 44 | | persons at high risk for suicide; |
---|
45 | 45 | | (B) support best practices for suicide |
---|
46 | 46 | | prevention, intervention, and postvention; |
---|
47 | 47 | | (C) align with the policies and procedures of |
---|
48 | 48 | | entities represented on the council; and |
---|
49 | 49 | | (D) are research-based; |
---|
50 | 50 | | (6) shall require each entity represented on the |
---|
51 | 51 | | council that provides suicide prevention, intervention, and |
---|
52 | 52 | | postvention services to adopt the model policies and procedures |
---|
53 | 53 | | established under Subdivision (5); |
---|
54 | 54 | | (7) shall provide the model policies and procedures |
---|
55 | 55 | | established under Subdivision (5) to each state agency that |
---|
56 | 56 | | provides suicide prevention, intervention, and postvention |
---|
57 | 57 | | services; |
---|
58 | 58 | | (8) may create subcommittees to carry out the |
---|
59 | 59 | | council's duties under this subchapter; and |
---|
60 | 60 | | (9) [(5)] may facilitate opportunities to increase |
---|
61 | 61 | | collaboration for the effective expenditure of available federal |
---|
62 | 62 | | and state funds for behavioral and mental health services in this |
---|
63 | 63 | | state. |
---|
64 | 64 | | SECTION 3. This Act takes effect September 1, 2021. |
