| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 364.051, Health and Safety Code, is | |
| 11 | 11 | amended by adding Subsection (c) to read as follows: | |
| 12 | 12 | (c) This subsection applies only to a county that is | |
| 13 | 13 | adjacent to the United Mexican States and has a population of more | |
| 14 | 14 | than 700,000 and contains at least two municipalities that each | |
| 15 | 15 | have a population of 77,000 or more. A county may: | |
| 16 | 16 | (1) issue bonds secured by revenue without holding an | |
| 17 | 17 | election; and | |
| 18 | 18 | (2) use the proceeds of bonds issued under this | |
| 19 | 19 | subsection to construct, operate, and maintain a facility for the | |
| 20 | 20 | disposal of scrap tires or other solid waste. | |
| 21 | 21 | SECTION 2. This Act takes effect September 1, 2021. |
