6	6	AN ACT
7	7	relating to the election of members of the board of directors of the
8	8	Travis County Water Control and Improvement District No. 17.
9	9	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10	10	SECTION 1. Chapter 9017, Special District Local Laws Code,
11	11	is amended by adding Subchapter C to read as follows:
12	12	SUBCHAPTER C. BOARD OF DIRECTORS
13	13	Sec. 9017.101. GOVERNING BODY; TERMS. (a) The district is
14	14	governed by a board of five directors.
15	15	(b) Directors serve staggered four-year terms, with two or
16	16	three directors' terms expiring at the first meeting of the board
17	17	after the November election in even-numbered years and after the
18	18	board has canvassed the votes and the newly elected directors have
19	19	qualified for office and taken the constitutional oath.
20	20	Sec. 9017.102. ELECTION DATE. The district shall hold an
21	21	election to elect the appropriate number of directors on the
22	22	uniform election date prescribed by Section 41.001, Election Code,
23	23	in November of each even-numbered year.
24	24	SECTION 2. A director of the board of the Travis County
25	25	Water Control and Improvement District No. 17 who is serving on the
26	26	day before the effective date of this Act shall serve until the
27	27	director's term expires. A director whose term expires in May 2022
28	28	shall continue to serve until the director's successor has
29	29	qualified for office and taken the constitutional oath following
30	30	the directors' election held on November 8, 2022, in accordance
31	31	with Sections 9017.101 and 9017.102, Special District Local Laws
32	32	Code, as added by this Act. A director whose term expires in May
33	33	2024 shall continue to serve until the director's successor has
34	34	qualified for office and taken the constitutional oath following
35	35	the directors' election held on November 5, 2024.
36	36	SECTION 3. (a) The legal notice of the intention to
37	37	introduce this Act, setting forth the general substance of this
38	38	Act, has been published as provided by law, and the notice and a
39	39	copy of this Act have been furnished to all persons, agencies,
40	40	officials, or entities to which they are required to be furnished
41	41	under Section 59, Article XVI, Texas Constitution, and Chapter 313,
42	42	Government Code.
43	43	(b) The governor, one of the required recipients, has
44	44	submitted the notice and Act to the Texas Commission on
45	45	Environmental Quality.
46	46	(c) The Texas Commission on Environmental Quality has filed
47	47	its recommendations relating to this Act with the governor, the
48	48	lieutenant governor, and the speaker of the house of
49	49	representatives within the required time.
50	50	(d) All requirements of the constitution and laws of this
51	51	state and the rules and procedures of the legislature with respect
52	52	to the notice, introduction, and passage of this Act are fulfilled
53	53	and accomplished.
54	54	SECTION 4. This Act takes effect immediately if it receives
55	55	a vote of two-thirds of all the members elected to each house, as
56	56	provided by Section 39, Article III, Texas Constitution. If this
57	57	Act does not receive the vote necessary for immediate effect, this
58	58	Act takes effect September 1, 2021.
