55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the submission of an affordability and access report by
88 public institutions of higher education.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Sections 51.4031(a) and (d), Education Code, are
1111 amended to read as follows:
1212 (a) Not later than November 1 of each year, the chief
1313 executive officer of each institution of higher education, as
1414 defined by Section 61.003, shall provide to the governing board of
1515 the institution and the Texas Higher Education Coordinating Board a
1616 report for the preceding fall, spring, and summer semesters that
1717 examines the affordability and access of the institution.
1818 (d) An institution's report must be in the form prescribed
1919 by the Texas Higher Education Coordinating Board in consultation
2020 with the institution. The coordinating board shall provide a
2121 report received under this section to the governor, the lieutenant
2222 governor, the speaker of the house of representatives, and each
2323 member of the legislature. The coordinating board may provide the
2424 report electronically.
2525 SECTION 2. This Act takes effect immediately if it receives
2626 a vote of two-thirds of all the members elected to each house, as
2727 provided by Section 39, Article III, Texas Constitution. If this
2828 Act does not receive the vote necessary for immediate effect, this
2929 Act takes effect September 1, 2021.
