| 7 | 7 | | relating to required cardiopulmonary resuscitation training for |

| 8 | 8 | | certain telecommunicators. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 1701.352, Occupations Code, is amended |
|---|
| 11 | 11 | | by adding Subsection (j) to read as follows: |
|---|
| 12 | 12 | | (j) The commission shall require a state, county, special |
|---|
| 13 | 13 | | district, or municipal agency that employs telecommunicators to |
|---|
| 14 | 14 | | require each telecommunicator who provides dispatch for medical |
|---|
| 15 | 15 | | emergencies to receive training, including continuing education |
|---|
| 16 | 16 | | training, in telecommunicator cardiopulmonary resuscitation. A |
|---|
| 17 | 17 | | telecommunicator shall complete initial training not later than the |
|---|
| 18 | 18 | | 60th day after the telecommunicator's first date of employment with |
|---|
| 19 | 19 | | the entity. A telecommunicator shall complete continuing education |
|---|
| 20 | 20 | | training at least as often as nationally recognized standards for |
|---|
| 21 | 21 | | telecommunicator cardiopulmonary resuscitation training are |
|---|
| 22 | 22 | | updated. The training must: |
|---|
| 23 | 23 | | (1) use the most current nationally recognized |
|---|
| 24 | 24 | | emergency cardiovascular care guidelines; |
|---|
| 25 | 25 | | (2) incorporate recognition protocols for |
|---|
| 26 | 26 | | out-of-hospital cardiac arrest; and |
|---|
| 27 | 27 | | (3) provide information on best practices for relaying |
|---|
| 28 | 28 | | compression-only cardiopulmonary resuscitation instructions to |
|---|
| 29 | 29 | | callers. |
|---|
| 30 | 30 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 31 | 31 | | of this Act, the Texas Commission on Law Enforcement shall adopt |
|---|
| 32 | 32 | | rules necessary to implement Section 1701.352(j), Occupations |
|---|
| 33 | 33 | | Code, as added by this Act. |
|---|
| 34 | 34 | | SECTION 3. This Act takes effect September 1, 2021. |
