55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to required cardiopulmonary resuscitation training for
88 certain telecommunicators.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 1701.352, Occupations Code, is amended
1111 by adding Subsection (j) to read as follows:
1212 (j) The commission shall require a state, county, special
1313 district, or municipal agency that employs telecommunicators to
1414 require each telecommunicator who provides dispatch for medical
1515 emergencies to receive training, including continuing education
1616 training, in telecommunicator cardiopulmonary resuscitation. A
1717 telecommunicator shall complete initial training not later than the
1818 60th day after the telecommunicator's first date of employment with
1919 the entity. A telecommunicator shall complete continuing education
2020 training at least as often as nationally recognized standards for
2121 telecommunicator cardiopulmonary resuscitation training are
2222 updated. The training must:
2323 (1) use the most current nationally recognized
2424 emergency cardiovascular care guidelines;
2525 (2) incorporate recognition protocols for
2626 out-of-hospital cardiac arrest; and
2727 (3) provide information on best practices for relaying
2828 compression-only cardiopulmonary resuscitation instructions to
2929 callers.
3030 SECTION 2. As soon as practicable after the effective date
3131 of this Act, the Texas Commission on Law Enforcement shall adopt
3232 rules necessary to implement Section 1701.352(j), Occupations
3333 Code, as added by this Act.
3434 SECTION 3. This Act takes effect September 1, 2021.
