Kolkhorst, Chair, Senate Committee on Health & Human Services     FROM: Jerry McGinty, Director, Legislative Budget Board      IN RE: SB454 by Kolkhorst (Relating to mental health services development plans as updated by local mental health authority groups.), As Introduced     No significant fiscal implication to the State is anticipated. The bill would amend Government Code Chapter 531 to require certain groups of local mental health authorities to meet at least quarterly to collaborate on regional strategies to reduce costs to local governments of providing services to persons experiencing a mental health crisis and other items. The bill would require the groups to submit an annual plan to the Health and Human Services Commission (HHSC). The bill would require HHSC to publish a report containing the most recent versions of the plans on its website. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2021.HHSC indicates it could absorb the costs associated with the implementation of this bill within current resources.
