| 8 | 8 | state aid to certain local governments disproportionately affected | |
| 9 | 9 | by the granting of ad valorem tax relief to disabled veterans. | |
| 10 | 10 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 11 | 11 | SECTION 1. Section 140.011(a)(2), Local Government Code, is | |
| 12 | 12 | amended to read as follows: | |
| 13 | 13 | (2) "Local government" means: | |
| 14 | 14 | (A) a municipality adjacent to or with | |
| 15 | 15 | extraterritorial jurisdiction located within two miles of the | |
| 16 | 16 | boundary line of a United States military installation; and | |
| 17 | 17 | (B) a county: | |
| 18 | 18 | (i) in which a United States military | |
| 19 | 19 | installation is wholly or partly located; or | |
| 20 | 20 | (ii) that: | |
| 21 | 21 | (a) has a population of less than | |
| 22 | 22 | 200,000; and | |
| 23 | 23 | (b) is adjacent to two counties that | |
| 24 | 24 | contain the same United States Army installation, neither of which | |
| 25 | 25 | has a population greater than 1.5 million. | |
| 26 | 26 | SECTION 2. The change in law made by this Act applies to the | |
| 27 | 27 | eligibility of a qualified local government to apply for a disabled | |
| 28 | 28 | veteran assistance payment beginning with the fiscal year of the | |
| 29 | 29 | local government that ends in the 2021 tax year. | |
| 30 | 30 | SECTION 3. This Act takes effect September 1, 2021. |
